The cobras, weighing a total of 9 kilos, were on a vehicle travelling from Ha Long City to Mong Cai City.
The owner of the luggage could not produce any documents showing the origin of the cobras.
The meat of king cobra, the world's longest venomous snake, is believed by some Vietnamese to be a delicacy and a potent sex medicine.
Despite bans, king cobras are still being illegally hunted and traded.
