User is required to pay fee
VSSID users believe this kind of fee is unreasonable. If they forget passwords to log into the app, they have to send a message with the content ‘BH MK (social insurance number)’ to 8079 and pay VND1,000.
VSSID explained that the VND1,000 is the fee users have to pay to the telecom company.
Duc Manh in Hoang Mai district in Hanoi said as a VSSID user he regularly uses the app to watch over the insurance premium payment. He forgot passwords several times over the last year.
“I think the app developer needs to work with telecom carriers to exempt the fees,” Manh said.
Launched in mid-November 2020, VSSID is an app belonging to the Vietnam Social Security’s (VSS) digital transformation ecosystem.
VSSID provides utilities and essential information, including people’s insurance premium payment, and the history of people who have social insurance and health insurance policies.
The app has information about social insurance codes, social security agencies, medical units under health insurance regime, voluntary insurance premium collection agents, health insurance for families and 24/7 support service.
According to VSS, VSSID also plays an important role in helping users supervise the social, health and unemployment insurance premium payments by employers.
Asked about the fee collection, Le Nguyen Bong, Director of VSS Information Technology Center, said previously people asked for new passwords free of charge, so they didn’t have the habit of remembering their passwords.
The number of people forgetting passwords was high, which was a burden on VSS as the agency had to pay fee to telecom carriers. VSS decided to take necessary measures to ease the load on the system.
VSS runs nearly 30 application systems, managing data of 98 million people, more than 20,000 accounts of civil servants, public employees and workers, connecting 12,000 healthcare establishments and 500,000 organizations and businesses using public services nationwide, and ministries and branches.
Every year, the VSS e-transaction portal receives and handles 100 million dossiers. The number is 70 million so far this year. Every VSS officer has to handle 4,000 dossiers each year.
