The Prime Minister has ordered Hoang Trung’s dismissal from his post over violations and shortcomings committed in the course of his work, following disciplinary action against him by the Party Central Committee’s Secretariat.
The dismissal takes effect from the date the Secretariat’s disciplinary decision came into force.
Earlier, on July 28, the Secretariat considered a proposal from the Central Inspection Commission regarding disciplinary action against Trung for violations of Party rules.
The Secretariat concluded that Trung, a member of the Standing Committee of the Ministry of Agriculture and Environment’s Party Committee and a deputy minister, had shown deterioration in political ideology, morality and lifestyle, and had violated Party regulations and State laws.
Trung was also found to have breached rules on conduct prohibited for Party members and failed to fulfill his responsibility to set an example, causing extremely serious consequences, provoking public concern and severely damaging the reputation of the relevant Party organizations, local authorities, agencies and workplaces.
After considering the nature, severity, consequences and causes of the violations, as well as Party regulations governing disciplinary action against members, the Secretariat decided to expel Trung from the Communist Party of Vietnam.
According to information released by the authorities, Trung and other defendants allegedly abused their positions and powers to introduce unlawful policies that showed signs of creating additional licensing requirements to serve group interests and generate illicit gains involving an exceptionally large amount of money.
The defendants were also accused of intervening in and directing subordinates to issue fraudulent testing certificates and growing-area codes, as well as illegally trading growing-area codes and packing facility codes for durian.
Based on its investigation and evidence collected, the Police Investigation Agency for Crimes Related to Corruption, Economic Affairs and Smuggling initiated criminal proceedings against Trung and ordered his detention on a bribery charge under Article 354 of Vietnam’s Penal Code.
