The committee is set up under Prime Minister Nguyen Tan Dung’s decision dated January 23, 2013. The committee’s chief is Deputy Prime Minister Hoang Trung Hai and its vice chiefs is Minister of Planning and Investment Bui Quang Vinh.

The members include the Deputy Ministers of Planning and Investment, Finance, Foreign Affairs, Construction, Natural Resources and Environment, Transport, Agriculture and Rural Development, Industry and Trade, Health, Education and Training and Deputy Governor of the State Bank of Vietnam, Deputy Chairman of the Government Office, Vice Chairs of the Hanoi and HCM City People's Committees.

Besides the above tasks, the Committee will also assist the Prime Minister in directing and collaborating with related bodies in addressing important issues in the preparation and implementation of projects using ODA and preferential loans.

Specifically, it will address the issues related to policies, institutions, processes and procedures in the mobilization, management and use of ODA and concessional loans; timely handle inter-sectoral issues in the preparation and implementation of ODA and preferential loan-funded programs and projects, solve problems beyond the competence of the ministries, branches and localities arising in the process of organization, management and implementation of projects using ODA and concessional loans; have dialogue with international donors or groups of donors to create consensus with the guidelines and policies at the macro level of the Government in the mobilization, management and use of ODA and concessional loans; direct the implementation of commitments and improve the effectiveness of aid.

The Committee will receive feedback from the agencies of Vietnam and the donors, promptly direct agencies to improve institutional management, harmonization and streamlining processes and administrative procedures in the management and use of ODA and preferential loans to facilitate the disbursement of these sources.

The committee will assist the Prime Minister to urge the ministries, ministerial-level agencies, the agencies attached to the Government and local authorities in the implementation of important issues in the attraction, management and use of funds ODA and preferential loans of donors.
