Addressing a meeting held by the Ministry of Education and Training, he asked all "relevant sectors" to work together towards ensuring that all five-year-old children in the country have access to pre-school education by 2015.

The education ministry reported at the meeting that three years after implementing the 2010-15 programme of universalising pre-school education of five-year-old children, only 13 provinces and cities had met the target.

Schools in the 13 localities had allocated more land to build kindergartens, provided training courses for kindergarten teachers and improved other facilities, the report said.

Dam also spoke about changes being made since this year to high school exams. He said the agencies involved in the exercise should put students' benefits first and allay their concerns.

Furthermore, the agencies should ensure that the changes in high school exams match those being made to university entrance exams so that the ongoing education reform process is "really effective," he told the meeting.
