Deputy Prime Minister Vu Van Ninh will be directly in charge of the Finance Ministry to the Prime Minister to the National Assembly approved the new position on the mid-year meeting.

However, Mr. Dang Dinh Luyen, Vice Chair of the National Assembly's Legal Committee, said in reality, although it is very rare, the Prime Minister can assign a cabinet member to temporarily undertake a position in a ministry. This should be considered as internal affairs of the Government. But legally, he said that Mr. Hue still remains as the official Finance Minister until the National Assembly performs the dismissal procedures, possibly at the session in May 2013.

As being assigned by the Prime Minister, Deputy Prime Minister Vu Van Ninh can be directly in charge of the Ministry of Finance, but Hue is legally the Finance Minister.
