The Politburo and the Secretariat on September 26 decided to impose disciplinary actions against Party organisations and members of the central province of Thanh Hoa who violated regulations after reviewing proposals from the Party Central Committee’s Inspection Commission.
The Politburo and Secretariat found that the Standing Board of the Thanh Hoa Party Committee for the 2020-2025 term (until September 2024) violated the principles of democratic centralism, Party regulations, and working protocols. It showed lax leadership and direction, and a lack of supervision and inspection, allowing the Party Affairs Committee of the provincial People’s Committee and many Party organisations and members, including key officials, to breach Party rules and State laws in the management of land, natural resources, minerals, in fulfilling their assigned duties, and in the prevention of corruption and wastefulness; violate things that Party members are not allowed to do, and fail to set good examples. These violations caused serious consequences, posed a significant risk of huge State budget losses, adversely affected public opinion, and diminished the credibility of the Party organisation and local government.
Do Trong Hung, while serving as a member of the Party Central Committee and Secretary of the Thanh Hoa Party Committee, violated Party and State regulations while performing his duties, particularly in the prevention of corruption, wastefulness and negative phenomena. He breached the rules on what a Party member is prohibited from, and the responsibility for setting an example. These violations caused very serious consequences, provoked public outrage, and severely damaged the reputation of the Party organisation and local government.
Meanwhile, Do Minh Tuan, as Deputy Secretary of the Thanh Hoa Party Committee, Secretary of the Party Affairs Committee of the provincial People’s Committee and Chairman of the provincial People’s Committee, also committed violations similar in nature and severity, causing serious consequences and public dissatisfaction.
Other officials committing violations include Nguyen Van Thi, member of the Standing Board of the Party Committee and Permanent Vice Chairman of the People's Committee of Thanh Hoa province; Le Anh Xuan, member of the Standing Board of the Party Committee, former Secretary of the Thanh Hoa city Party Committee; Tran Anh Chung, member of the Party Committee, Director of the Department of Industry and Trade of Thanh Hoa province, and former Chairman of the People's Committee of Thanh Hoa city; Tran Van Thuc, member of the provincial Party Committee, former Secretary of the Party Committee and former Director of the Department of Education and Training of Thanh Hoa province; Pham Quoc Nam, former member of the provincial Party Committee, former Secretary of the Party Committee and former Director of the Department of Natural Resources and Environment of former Bac Lieu province (now Ca Mau province); Bui Quoc Nam, former member of the provincial Party Committee, former Secretary of the Party Committee and former Director of the Department of Health of Bac Lieu province (now Ca Mau province); Pham Tan Hoang, former member of the provincial Party Committee, former Chief Justice of the People's Court of Phu Yen province (now Dak Lak province), and former Deputy Chief Justice of the High People's Court in Da Nang city.
They were found to show degradation in political ideology, morality and lifestyle, violate Party regulations and State laws in the performance of their duties, breach rules regarding what a Party member is banned to do and the responsibility to set an example; causing very serious consequences, public indignation, and severely damaging the reputation of the Party organisation and their respective agencies and units.
Based on the severity and consequences of the violations, and according to Party disciplinary regulations, the Politburo issued a warning against the Standing Board of the Thanh Hoa Party Committee for the 2020-2025 tenure (up to September 2024) and proposed the Party Central Committee consider disciplinary actions against Do Trong Hung.
The Secretariat decided to expel from the Party Nguyen Van Thi, Le Anh Xuan, Tran Anh Chung, Tran Van Thuc, Pham Quoc Nam, Bui Quoc Nam, and Pham Tan Hoang; and to remove Do Minh Tuan from all Party positions.
Authorities were urged to synchronously apply administrative disciplinary measures alongside Party discipline./.VNA
