He said that his department had to change the design of the flyovers and calculate new costs after designs had to be changed during their construction.

Vien was responding to a report by the Ministry of Construction that found wrongdoings at the three projects.

There were no existing guidelines on how to estimate the cost of the first steel flyover projects in the capital, he added.

He said his department had not made the final payments for the projects, and was waiting for the city's People's Committee to approve the new price.

Pham Hoang Tuan, deputy director of Ha Noi's Department of Transport, also said the revised costs were accurate.

The Department of Transport made the statement in response to a report by the Ministry of Construction on January 26 that said violation had ocurred in the construction building of two flyovers, Nguyen Chi Thanh-Kim Ma and Nguyen Chi Thanh- Lang Ha in Ha Noi.

According to the ministry, the violations resulted in State budget losses of thousands of US dollars.
