The costs for reclamation, compensation and resettlement would be VND23 trillion (US$ 1 billion), including 5,000ha for site clearance, which would total VND17.855 trillion (US$776 million) and VND4.200 trillion (US$182 million) for two resettlement zones.

The zones would be in the Loc An-Binh Son and Binh Son areas in Long Thanh District.

According to the project’s pre-feasibility report, the 282-hectare Loc An – Binh Son resettlement area would be built in the 2018-19 period for more than 4,700 relocated households.

A second resettlement area, Binh Son, also covers more than 81 hectares. It would be developed in the 2018-20 period.

The zoning of the two resettlement areas is in line with the province’s socio-economic development plan to form a new urban area.

Residents in the affected area will be given vocational training so they can work at local industrial parks or the airport.

The airport, to be located 40 kilometres from HCM City, 30km from Bien Hoa City and 70 kilometres from Vung Tau City, is planned to have capacity of 100 million passengers per year and 5 million tonnes of cargo a year.

The project includes three phases with the first expected to begin in 2020 and completed no later than 2025, the second by 2035, and the final after 2035.

The airport is expected to ease the overload at Tan Son Nhat International Airport in HCM City.

The Prime Minister has also approved a plan to expand and upgrade Tan Son Nhat International Airport by building another terminal with total expected expenditures of VND18 trillion (US$790 million).

The airport aims to have capacity to serve 57 aircraft per hour and 50 million passengers per year. Currently, the airport serves around 35 million passengers per year.

The expansion of the airport, which serves both civil and military demands, along with the opening of the first phase of the new Long Thanh International Airport by 2025, is expected to relieve passenger overcrowding.
