Duyet said it was necessary to do personnel planning but promoting democracy in this task is important to make the people feel confident. In doing the personnel task, each candidate must be assessed and analyzed frankly in terms of both advantages and disadvantages. The candidates themselves have to engage in self-criticism. The training of young officials should be implemented effectively, and focus on results.

Do you think that your suggestion of evaluating officials by both the Party and the people conflicts with the principle of the party congress "the Party recommends, the Party elects"?

The personnel at all levels can be assessed by both the Party and the Vietnam Fatherland Front while the personnel of ministries and sectors can be evaluated by the Party and the Trade Union.

The Party has always tried to have good recommendations but it is better with mass participation. The masses here are those who are close to mass organizations and people in the residential area of the candidates.

It is very important to choose the "right person for the right job", not employ bricklayers to do the task of carpenters. Evaluation should not focus on only moral sense, positive spirit, or devotion but also on the true capacity and the actual actions of the candidates.

The Central Party Committee’s 4th meeting pointed out ideological, political, moral and lifestyle issued of part of cadres. How will this issue be considered when we prepare the personnel plan for the new term?

The draft political report of the 12th National Party Congress makes frank assessment, which refers to a part of cadres of the recession in thought, politics, morality and lifestyle. Frankly, after more than two years of implementation of Resolution 4, the change is still unclear.

Therefore, the personnel issue of the party congress at all levels takes an important role, which is the decisive factor for the people's confidence in the Party and the regime.

The Party has pointed out the problem but why it is not yet resolved?

In the overall situation, the Vietnam Fatherland Front, social unions and the people do not have the direction to promote the right voices, to outline the things that the Party should avoid and quickly solve yet.

The organizations led by the Party are still limited, and operate inefficiently. To be effective, the political system must be synchronized and all the Vietnam Fatherland Front, unions, trade unions, and the youth union have to help the Party to promote all of its power.

Does that affect the principle of the Party’s leadership?

The Party is the leader but the Party sees the people as the root and it works by the people and for the people. That helps eliminate the opposition elements, the voice contrary to the people, against the Party. Therefore it does not restrict the leadership of the Party.

Some said that the preparation of personnel for the 12th National Party Congress will be more complex than the previous congress. Is that true?

Facing the difficulties and challenges of the country, the personnel issues of the Party and the State must be performed very carefully. The whole Party and people expect that the National Party Congress will choose the right personnel. I strongly believe that many members in the Party can do it.

Looking at the personnel planning, there are many qualified people but I’m not completely assured. To choose the right people, we have to use the right way, to promote unity in the party, sincere exchange and eliminate partial thought.

What do you expect after reviewing the results of provincial party congresses?

I still think of how to promote the wisdom of the whole Party and the people through the National Party Congress, through the selection of personnel. We should always think of promoting collective wisdom, even in personnel issues.
