To tighten control over university education, the Ministry of Education and Training (MOET) has set three requirements for universities, including the ratio of lecturers to students, the floor area per student and the maximum number of students per school.

In all cases, the number of students at a school must not be higher than 15,000. Eighteen out of 219 schools have more than the number allowed.

The HCM City University of Technology, one of the most prestigious training establishments in Vietnam, is one of the 18 schools.

According to Huynh Thien Phuc, vice president of the school, 19,000 students now study there, or 4,000 students more than the permitted level.

“We are confused as we have not found a way to satisfy the third requirement stipulated in the MOET circular,” Phuc said.

Phuc went on to say that the school can meet the first and second requirements well. The teaching staff and the facilities of the school have been upgraded continuously in a plan to improve the training quality. 

Therefore, he finds no problem with the two requirements, but the third is challenging.

He also complained that it would be a big waste of resources if the school, with modern facilities, laboratories and qualified teaching staff, has to restrict the training scale.

Do Van Dung, president of the HCM City Polytechnic Education University, also said that the school had made great efforts to upgrade the material facilities over many years.

Meanwhile, an analyst said that schools don’t want to narrow their training scale because it would affect their sources of revenue.

He thinks that if MOET forces schools to scale down the training scale, it should allow state-owned schools to set tuition themselves. 

At present, schools can adjust the tuition every year. However, the tuition must not exceed the limits set by MOET. 

Meanwhile, tuition levels are not high enough to cover necessary training expenses.

However, universities have all promised to obey the new regulation. They have asked for more time to reduce the number of students step by step.

Phuc said the scaling down needs to be implemented during a long-term plan, while in the immediate time, the enrollment quota should be the same as the previous year, so as to avoid chaos.
