The ministerial negotiation took place on November 10 in Washington, D.C., within the broader framework of bilateral trade reciprocity agreement talks between Vietnam and the U.S.

This marks the eighth direct ministerial-level negotiation between the two countries, taking place just ahead of the official technical-level negotiations scheduled from November 12 to 14, also in Washington, D.C.

In a candid, open, and constructive atmosphere, both ministers discussed and outlined approaches to resolve outstanding key issues and spent time deliberating on matters related to the overall bilateral trade relationship.

A foundation for progress

At the start of the talks, U.S. Trade Representative Jamieson Greer reviewed the progress both sides have made and commended the mutual agreement on the Joint Statement outlining the framework for a fair and balanced bilateral trade agreement.

He emphasized that this joint declaration serves as an essential foundation to swiftly advance and conclude the negotiation process.

Greer also praised Vietnam's goodwill, systematic approach, and responsiveness to the proposals put forward by the United States, recognizing the efforts and constructive spirit of the Vietnamese negotiating team.

In turn, he gave direct and generally positive feedback on several proposals made by Vietnam.

Vietnam’s commitment to balanced cooperation

On Vietnam’s side, Minister Nguyen Hong Dien reaffirmed the country's commitment to building a balanced and sustainable economic-trade relationship with the U.S.

He also highlighted proactive measures Vietnam has undertaken in recent times to strengthen bilateral trade.

The minister emphasized that finalizing the trade reciprocity agreement would not only reinforce bilateral relations in trade but also extend cooperation across various sectors, aligning with the Vietnam - United States Comprehensive Strategic Partnership.

Based on that foundation, Minister Nguyen Hong Dien offered several proposals to help accelerate the negotiation process.

He also recommended that both sides adopt a practical and flexible approach to ensure mutual benefit.

These suggestions were acknowledged by Trade Representative Jamieson Greer, who assigned the U.S. technical team to study and discuss them further with the Vietnamese side.

Both ministers agreed that this round of negotiations holds significant importance in resolving outstanding issues and advancing toward the successful conclusion of the trade reciprocity agreement, which promises mutual benefits for both countries.
