On February 24 in Moscow, Special Envoy of General Secretary To Lam and Minister of Foreign Affairs Le Hoai Trung met with Chairman of the United Russia Party D. Medvedev and Chairman of the Communist Party of the Russian Federation G. Zyuganov to brief them on the outcomes of the 14th National Party Congress.

At both meetings, Minister Le Hoai Trung stated that the 14th National Party Congress was a great success, fulfilling its historic mission by comprehensively reviewing 40 years of Vietnam’s Renewal process and initially developing theoretical foundations on Renewal to define the country’s development orientations in the new era.

The Congress also identified the transformation of the growth model based on science, technology and digital transformation, linking economic development with cultural and social advancement and environmental protection. For the first time, foreign affairs were defined, alongside defense and security, as a key and regular task.

Minister Le Hoai Trung affirmed that Vietnam consistently values its Comprehensive Strategic Partnership with the Russian Federation, as well as its relations with the United Russia Party and the Communist Party of the Russian Federation. He proposed several directions to further promote cooperation between the Communist Party of Vietnam and the two Russian parties in the coming period.

Chairman of the United Russia Party D. Medvedev and Chairman of the Communist Party of the Russian Federation G. Zyuganov expressed appreciation to the Central Committee of the Communist Party of Vietnam for sending a special envoy to inform them of the Congress results.

Both party leaders highly valued Vietnam’s achievements during the Renewal process under the leadership of the Communist Party of Vietnam.

Mr. Medvedev emphasized that Vietnam would not have overcome its difficulties without the sound leadership and direction of the Communist Party of Vietnam. Mr. Zyuganov affirmed that Vietnam serves as a model for developing countries in the current context, adding that the theory of Renewal will make an important contribution to the international communist and workers’ movement.

The two chairmen expressed confidence that under the leadership of the Communist Party of Vietnam, the country will continue to achieve its development goals in the new era.

Mr. Medvedev reaffirmed that Vietnam is an important and reliable partner of Russia in the Asia-Pacific region. He proposed major directions to promote cooperation and expressed readiness to work with Vietnam in various fields, including nuclear energy, defense and security, science and technology, culture and education.

The United Russia Party values inter-party cooperation and the implementation of agreements already signed between the two parties. Both sides will work toward signing a cooperation plan for the 2026-2028 period, including cadre training, promoting cooperation between the two parties’ political academies, convening the inter-party cooperation mechanism in late 2026-2027, strengthening cooperation between youth movements, and effectively organizing the Cross Year of Scientific and Educational Cooperation in 2026.

Chairman G. Zyuganov agreed to coordinate efforts to promote relations through party channels, especially theoretical exchanges, and to support cooperation through parliamentary channels, between localities where the Communist Party of the Russian Federation holds governing roles, and among social organizations affiliated with the two parties.

Within the framework of the meetings, the two sides also exchanged views on several international and regional issues of mutual concern.
