Dr Ninh Van Binh, head of Educational Office in Phu Nhuan District, said the schools should allocate a budget to give teachers additional training each year.
Truong Thi My Lien, also from Phu Nhuan, said there should be more open communication channels for principals to pass on information and trust their teaching staff to apply modern teaching methods.
Binh said principals should report the improvements needed for school facilities, teaching aids and IT applications, and raise money for them from local authorities and student parents.
Principals also needed to keep up with students' changing educational needs and ensure that teachers satisfy the objectives set by the education and training department, the conference heard.
Nguyen Huu Chuong, vice principal of Ngo May High School in Phu Nhuan District, said replacing teachers when they retire was a problem that principals needed to address better.
