During a meeting of the National Assembly Standing Committee, Secretary General Le Quang Tung reported on preparations for the session, noting proposals from various agencies, including eight submissions by the Government.

Key legislative focus

The proposals include four draft laws, three draft resolutions, and a pre-feasibility study report for a proposed investment project.

The draft laws and resolutions aim to address organizational restructuring, as outlined in conclusions by the Politburo and the Central Committee, and to support the efficient operation of the Government, the National Assembly, and associated agencies.

The National Assembly will consider amendments to the Law on the Organization of the Government, the Law on the Organization of Local Administrations, and the Law on the Organization of the National Assembly, as well as related laws.

Draft resolutions will cover the establishment of new ministries under the 15th Government (2021–2026), the composition and number of Government members for the 16th National Assembly term, and legal adjustments necessary for restructuring.

Personnel matters, if applicable, will also be reviewed.

The session will prioritize these seven essential legislative matters to expedite organizational reforms.

Additional proposals and timeline

The Government has also proposed three additional topics:

Amendments to the Law on Promulgation of Legal Normative Documents,

A draft Law on State Capital Management and Investment in Enterprises, and

A pre-feasibility study for the proposed Lao Cai–Hanoi–Hai Phong railway project.

The session is expected to open after the Central Committee’s meeting and conclude by the end of February.

The program will allocate 4.5 days for discussions, with 2-3 days of breaks for feedback and revisions. If additional topics, such as the railway project, are included, the session may extend by two days.

National Assembly Chairman Tran Thanh Man emphasized the importance of adhering to submission deadlines and ensuring the quality of proposals, particularly for issues beyond organizational restructuring.

Focus on the Lao Cai–Hanoi–Hai Phong railway

Deputy Chief of the Government Office Do Ngoc Huynh highlighted Prime Minister Pham Minh Chinh’s directive to accelerate the preparation of a pre-feasibility report for the railway project.

The Prime Minister has personally inspected the project site in Lao Cai and aims to present the report to the National Assembly in February, targeting an October groundbreaking for the railway.

The railway project is part of efforts to achieve an 8% economic growth target for 2025, emphasizing the urgency of legal and infrastructure-related proposals to bolster economic development.

Justice Minister Nguyen Hai Ninh affirmed his commitment to submit the amended Law on Promulgation of Legal Normative Documents and other proposals within the required timeframe.

The Standing Committee will assess the Government’s proposals before presenting them to the National Assembly for approval.
