The man in the middle hired a practice certificate to work as a doctor at Apollo Clinic.

 

 

Introduced by an acquaintance, one reporter played the role of a person who intended to open ophthalmological clinic in District 10, HCM City to meet a man named Duc specialising in leasing medical practice certificates.

Duc said to the reporter that, “I provide all kinds of certificates for opening a clinic. It is very simple.”

The man gave the reporter a certificate with the name of Doctor H.N.M written on, saying that, “The monthly fee for the certificate is VND30 million (USD1,428). If you agree, you need to sign a three-year contract and pay the fee for the six-months in advance."

Pretending to be a person planning to open a functional rehabilitation clinic, the reporter called Doctor Bac in Phan Rang City, Ninh Thuan Province. Bac said that he has 30-year experience in the health sector and has kinds of certificate in internal medicine and functional rehabilitation for opening a clinic or even a hospital.

Bac said that the monthly fee for a practice certificate for functional rehabilitation was VND25 million, adding that this was quite reasonable compared to the income of the clinic.

A woman named Dung in Quang Ninh Province offered a dental practice certificate for hire online, saying that the certificate was from one relative of her who has retired.

Apollo Clinic on Tran Hung Dao Street, District 1, has six doctors who are in charge of giving medical check-up and treatment of different profession to patients, but in reality, all of them had paid for their practice certificates.

Patient Nguyen Thanh X., 38 years old, in Long An Province came to Apollo Clinic for a check-up for and had to pay VND10 million for surgery; however, he saw no improvement.

A doctor from the HCM City Department of Health said not only doctors, but also companies have offered the certificate leasing certificate due to the rising demand for medical treatment.

According to Dr. Pham Kim Binh, Deputy Inspector of the HCM City Department of Health, the Law on Medical Examination and Treatment included some regulations to ban the hire and borrowing as well as lease and lending of practice certificates and operation licenses.
