One of the important parts of the agenda of the 15th National Assembly (NA)’s first session is the election and approval of 50 people to head state agencies in the 2021-2026 term.
NA’s General Secretary Bui Van Cuong said that most of the personnel introduced to these positions are re-elected.
These include President and Vice President. The two current positions President Nguyen Xuan Phuc and Vice President Vo Thi Anh Xuan were elected by the 14th NA last April.
Regarding the cabinet, Head of the NA Standing Committee's Board for Deputy Affairs Nguyen Thi Thanh said 27 people will be elected, including one PM, four Deputy PMs, 18 Ministers and 4 heads of ministerial-level agencies.
In the last personnel consolidation spell, the NA elected and approved 15 government members, including PM Pham Minh Chinh, Deputy PM Le Minh Khai and Le Van Thanh, and 12 Ministers.
These include Minister of National Defence Phan Van Giang; Minister of Industry and Trade Nguyen Hong Dien; Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Construction Nguyen Thanh Nghi; Minister of Finance Ho Duc Phoc; Minister of Foreign Affairs Bui Thanh Son; Minister of Education and Training Nguyen Kim Son; Minister of Home Affairs Pham Thi Thanh Tra; Minister and Chair of the Government Office Tran Van Son; Minister and Chair of the Committee for Ethnic Minorities Affairs Hau A Lenh; and Government Chief Inspector Doan Hong Phong.
There are three incumbent Deputy PMs, namely Truong Hoa Binh, Pham Binh Minh and Vu Duc Dam. Of these, Binh did not join the 13th tenure Central Committee.
The 10 incumbent ministers and heads of sectors include Minister of Public Security To Lam; Minister of Justice Le Thanh Long; Minister of Planning and Investment Nguyen Chi Dung; Minister of Transport Nguyen Van The; Minister of Natural Resources and the Environment Tran Hong Ha; Minister of Information and Communications Nguyen Manh Hung; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Minister of Science and Technology Huynh Thanh Dat; Minister of Health Nguyen Thanh Long and Governor of the State Bank of Vietnam Nguyen Thi Hong.
As for NA, there will be 18 titles, including one NA Chair, four NA Vice Chairs, 9 Chairs of NA’s Committees; NA’s Secretary General; Head of the Board for Deputy Affairs; Head of the Commission on People's Aspirations and NA’s Chair of Committee for Ethnic Affairs.
These include the NA leaders – NA Chair Vuong Dinh Hue and three Vice Chairs Tran Thanh Man, Nguyen Khac Dinh and Nguyen Duc Hai, who were elected to the posts in April.
The NA Deputy Chair needs to be appointed as Deputy NA Chair Do Ba Ty did not join the 13th Central Committee.
In the last election, Senior Lieutenant General Tran Quang Phuong, Deputy Director of the General Department of Politics, was elected as a full-time NA deputy.
As for the other titles of the NA, five positions were determined last April, including the Chair of the NA’s Committee for Culture, Education, the Youth, Adolescents and Children Nguyen Dac Vinh; NA Secretary General Bui Van Cuong; Chair of the NA Committee for Science, Technology and the Environment Le Quang Huy; Chair of the NA Committee for Foreign Affairs Vu Hai Ha and Head of the Board for Deputy Affairs Nguyen Thi Thanh.
There are 5 incumbent personnel from the 14th tenure, including Chair of the Judicial Committee Le Thi Nga; Chair of the Legal Committee Hoang Thanh Tung; Chair of the Economic Committee Vu Hong Thanh; Chair of the Committee for Social Affairs Nguyen Thuy Anh; and Head of the Commission for People’s Aspirations Duong Thanh Binh.
There are three positions that need to be newly determined, including Chair of the Committee for National Defence and Security; Chair of the Finance and Budget Committee (being held concurrently by Deputy NA Chair Nguyen Duc Hai); and Chair of the Committee for Ethnics Affairs, which did not join the 13th Central Committee.
The personnel to be introduced to the posts will include full-time deputies. In the last election, some local and central personnel were structured as full-time deputies, including Dong Nai provincial Party Committee Secretary Nguyen Phu Cuong, and Secretary of the Party Committee of Central Enterprises' Bloc Y Thanh Ha Nie Kdam.
The three remaining positions will also be determined this session, including Chief Justice of the Supreme People's Court, Chief Procurator of the Supreme People's Procuracy and State Auditor General.
The current Chief Justice of the Supreme People's Court is Nguyen Hoa Binh, Politburo member, Secretary of the Party Central Committee. The current Chief Procurator of the Supreme People's Procuracy is Le Minh Tri, Member of the Central Committee. The incumbent Auditor General, Nguyen Sy Thanh, was approved by the NA at the 11th session of the 14th NA.
As such, there will be some personnel changes. The Government will have one less Deputy Prime Minister; The NA will have some new faces for some positions: Vice Chair, replacing General Do Ba Ty; Chairman of the National Defense and Security Committee; Chair of the Finance and Budget Committee; Chair of the Committee for Ethnic Affairs.
The first session of the 15th National Assembly will open in Hanoi on July 20 morning.
The Government has proposed the National Assembly keep its structure of 18 ministries and four ministerial-level agencies for the 15th tenure.
