The fourth industrial revolution is the first time that people will both use and create resources.

Population data resource is one of the most important and valuable resources of a country as digital transformation is associated with all activities of the people. The National Database on Population is the foundation for the data ecosystem about citizens and people, according to the statement made by the Ministry of Information and Communications at a recent meeting chaired by the Prime Minister.

Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the project on developing applications of population data, identification and electronic authentication to serve the national digital transformation in the period of 2022 -2025, with a vision to 2030 has clearly confirmed that mindset.

According to the Ministry of Information and Communications, the issuance of Decision No. 06/QD-TTg can be considered as an important milestone, demonstrating the vision and determination of the Prime Minister in creating a foundation for the effective development and exploitation of population data resources on a national scale to promote national digital transformation.

Digital transformation cannot be separated from digital data, as most of the systems and processes involved in digital transformation, whether high or low, rely on digital data. Therefore, the development of the application of population data, electronic identification and authentication for national digital transformation is of great importance, bringing practical benefits to people, businesses, management and society as a whole.

Save time and money

According to the Ministry of Public Security, the implementation of Decision No. 06/QD-TTg can help cut thousands of administrative officers and save thousands of billions of VND for the budget.

In March 2022, the Ministry of Public Security will complete the upgrade to level 3 and level 4 for 14/25 essential administrative procedures related to people, which are related to the issuance of ID cards, permanent residence registration, registration of temporary residence, declaration of temporary absence, registration and issuance of license plates for motorbikes, collection of administrative fines in the field of road traffic through camera, birth registration, death registration, marriage registration, issuance of ordinary passports, and making new seals and issuing certificates of seal sample registration.

As for Vietnam Social Security, as soon as the national database on population was published, this agency made the connection and sharing between the national population database and national insurance database. These are two out of six important national databases prioritized by the Government to create a foundation for the development of the Digital Government and the country's digital transformation. Vietnam Social Security is the first unit outside the public security sector that is connected to and shared data from the national population database.

Vietnam Social Security has successfully checked and collated more than 11 million citizens’ information from the national population database.

The court system is applying population data, identification and electronic authentication to the work of the People's Court system, especially for online adjudication and the implementation of e-court.

According to the Ministry of Information and Communications, to quickly form data in a comprehensive and nationwide scale, the only way is to deploy it through digital platforms. This agency will cooperate with relevant ministries, agencies and sectors to develop national digital platforms in 2022.

The Ministry of Information and Communications has built a dedicated data transmission network and supported the Ministry of Public Security to connect the national population database to this network to serve the connection and sharing of data with other ministries, agencies and localities. The Ministry will develop the dedicated data transmission network and a government cloud computing platform to form a digital infrastructure for the development of a data ecosystem related to the people in particular and the development of the Digital Government in general.

The national data sharing and integration platform built, managed and operated by the Ministry of Information and Communications is the "backbone" for data connection, integration and sharing on a national scale. This platform has connected to all ministries, agencies and localities. In 2021 there were more than 180 million transactions made through the platform.
