Hanoi may collect vehicle circulation fee

During an online talk with citizens in January, Transport Minister Dinh La Thang said that the above fees would be used for reinvesting into improving transport infrastructure and addressing traffic congestions. He also said that the fee collection would ensure equality for people.
Under the Transport Minister’s proposal, motorbikes would have to pay between VND 500,000-VND 1 million (US $23.70- $47.50) per year. Cars would have to pay between VND 20-VND 50 million (US $951-$2,300) annually.
Cars, with the exception of public transport means and buses, would have to pay fees of between VND30-50 million (US $1.40- $2.40) when entering or leaving local city centers during rush hours.
