VietNamNet Bridge – Although the annual cost of sending and receiving files at State agencies is over VND130 billion, only six ministries, government agencies and provinces are using electronic services, said Pham Van Hai, deputy director of the Department for Information Technology Application.

Only the Ministry of Finance, the Ministry of Information and Communications and Quang Ninh, Danang, Binh Thuan and An Giang provinces have 100% of staff using online services on the job, Hai said at a meeting on enhancing online services application to State agencies’ activities in Hanoi on Tuesday.

At other ministries and agencies, only some 30% of documents are completely exchanged by emails while the number of documents exchanged by email in provinces and cities remains meager, at about 20%.

Despite the fact that electronic document exchange between State agencies has yet to reach expected levels, Hai informed that the deployment of online services at State agencies had achieved certain positive results. Up to 100% of ministries and government agencies already launched their web portals while nearly 97% of centrally-governed provinces and cities deployed the information system and 100% of commune-level units in a number of centrally-governed provinces and cities were provided with emails in office.

A recent report of the information ministry indicates that the total number of documents exchanged between State agencies amounts to around 19 million copies annually, with the average number of documents exchanged among ministries and government agencies in 2012 posting 18,000. Exchanging a document takes an average of two and a half days, with delivery time totaling 1.15 billion hours annually.
