VietNamNet Bridge – From 2013, Ho Chi Minh City will apply the new financial mechanism in scientific research. Accordingly, research results can be traded.





Mr. Phan Minh Tan, Director of the Department of Science and Technology of Ho Chi Minh City, said scientists only need to submit a single bill to the Department, without the current detailed invoice. The Department of Science and Technology will be accountable to explain to the Department of Finance and the State Treasury on this issue.

When the mechanism is in place, it will create a breakthrough in scientific research. Scientists will have more time to study instead of taking the time to prove valid receipts for payment.

Ho Chi Minh City is the first local government in the country that applies the most open financial mechanism for scientists in study.

However, Tan warned: "The Science and Technology Department will inspect suspicious research projects in finance."

For years, Ho Chi Minh City has tested this model at the Institute for Compute Sciences. The results show that it helps scientists obtain research achievements. Here, scientists commit to their final products, which are scientific articles or products. The payment and spending explanation is no longer a concern of scientists. They just deliver the bills related to the total amount approved for their project.
