The decision is not a surprise because the VFF has been under a lot of pressure from the media, public opinion and the Ministry of Culture, Sports and Tourism after the voting fraud scandal. The congress was scheduled on June 5.

VFF Vice Chairman Nguyen Lan Trung said that all preparatory works for the congress have been completed. However, the VFF pointed out three reasons for the delay.

Firstly, the remaining time is ten days but the personnel plan is still unfinished. The profiles of candidates for the key positions such as Deputy Minister Le Khanh Hai and Mr. Le Hung Dung have not been sent to the Ministry of Home Affairs.

Secondly, there are a few incidents arising recently, which are unfavorable for the congress. The biggest case is the voting fraud scandal, which occurred on May 15.

Thirdly, VFF Chairman Nguyen Trong Hy is attending a meeting of the FIFA. At this meeting, FIFA will announce new regulations on the operation of its member federations. The VFF wants to immediately apply new changes to its operations.

Regarding to the voting scandal, it is concluded that it was just an unintentional mistake. The vote counting team was seriously criticized. The team members will be never assigned the similar task in the future.
