Vietnam's Minister of Foreign Affairs Le Hoai Trung has awarded the "For the Cause of Vietnamese Foreign Affairs" Medal to General Phan Van Giang, Deputy Prime Minister and Minister of National Defence, and General Luong Tam Quang, Minister of Public Security, in recognition of their contributions to the country's diplomatic efforts.

The presentation took place on August 3 during the 33rd Diplomatic Conference, where the Ministry of Foreign Affairs, the Ministry of National Defence and the Ministry of Public Security jointly held a high-level session under the theme "Promoting the pioneering role and fulfilling the strategic and regular responsibilities of Vietnam's foreign affairs in a new era."

First joint ministerial session held by three ministries

The meeting was co-chaired by General Phan Van Giang, General Luong Tam Quang and Foreign Minister Le Hoai Trung.

Senior officials from the three ministries, along with Vietnamese ambassadors and heads of overseas representative missions, attended the session.

The conference reviewed developments in the global and regional security environment and discussed the implications for Vietnam's national defense, public security and foreign affairs in line with the 14th National Party Congress Resolution.

Participants also assessed coordination between the three ministries since the cooperation mechanism was signed in December 2025, while discussing measures to further strengthen collaboration in fulfilling what the Party has defined as "strategic and regular" national responsibilities.

Closer coordination across diplomacy, defense and security

During the session, the Ministry of National Defence highlighted the role of defense diplomacy within the broader framework of Party diplomacy, state diplomacy and people-to-people exchanges.

The Ministry of Public Security emphasized the unique strengths of public security diplomacy in implementing Vietnam's comprehensive foreign policy strategy.

Meanwhile, the Ministry of Foreign Affairs outlined achievements and future priorities in coordinating diplomatic, defense and security activities.

The three ministers reaffirmed that national defense, public security and foreign affairs are closely interconnected pillars supporting Vietnam's development and national security.

They said cooperation among the three ministries reflects the Party's long-standing policy of integrating socio-economic development with national defense, security and external relations.

The ministers also noted that, for the first time, the Resolution of the 14th National Party Congress identifies foreign affairs and international integration, together with national defense and security, as "strategic and regular" responsibilities of the entire political system.

Against the backdrop of increasingly complex global developments and Vietnam's objective of achieving rapid, sustainable development while safeguarding national interests from an early stage, they stressed that closer coordination among the three ministries has become more important than ever.

The ministers acknowledged that inter-agency cooperation has become increasingly timely, effective and comprehensive in recent years.

They called on all units within the three ministries to continue implementing Party and State policies while further strengthening cooperation.

Focus on strategic coordination and information sharing

The three ministries agreed to continue implementing their coordination mechanism proactively, with clearly defined responsibilities and designated focal agencies.

They also pledged to modernize coordination methods, enhance information sharing, strengthen joint strategic research and forecasting, expand cooperation in diplomatic activities, and improve training and professional development to meet the evolving requirements facing Vietnam's national defense, security and foreign affairs.

At the conclusion of the session, Foreign Minister Le Hoai Trung presented the "For the Cause of Vietnamese Foreign Affairs" Medal to General Phan Van Giang and General Luong Tam Quang.
