VietNamNet Bridge – Deputy Prime Minister Nguyen Thien Nhan on Friday highlighted that Viet Nam considered German and Japanese enterprises as key partners in recruiting and training human resources in the long-term.

He made this statement during a meeting of the National Steering Committee for International Integration of Education, Science and Technology with the participation of relevant agencies and business associations from Japan and Germany.

Nhan said it was necessary for Viet Nam's education and training establishments to find the most effective solutions to co-operate with the two countries' enterprises.

He said international integration of education, science and technology had received attention from all relevant ministries and localities for years. However, they had not yet made a breakthrough in developing the country's education, science and technology.

Vo Quang Hue, a representative from the German Business Association and managing director of Robert Bosch Viet Nam, said the Vietnamese Government's focus on international integration in these three fields was a sound and feasible strategy.

He suggested the Government make more efforts to cope with challenges in raising the quality of human resources training.

He also said enterprises in Germany had been co-operating with vocational training centres and universities by providing internship programmes and scholarships for students.

The endeavour had achieved encouraging results in which trainees had more chances to access real experiences, he said.

According to the Japanese Business Association, when Vietnamese labourers start work at one of their organisations, they should have been more aware of rules, welfare mechanisms and working duration, rather than highly professional skills.

Representatives also suggested that the country's relevant agencies study and make suitable amendments to regulations so that labourers could make long-term commitments to enterprises.

They said it was necessary to consider Japanese and German enterprises as strategic counterparts in professional education and training.

Deputy PM Nhan entrusted the ministries of Education and Training and Labour, Invalids and Social Affairs to draft co-operation programmes with the business associations from Japan and Germany to improve the quality of training and recruiting human resources for enterprises from Viet Nam, Germany and Japan during 2013-15.

Viet Nam plans to sign agreements with the German and Japanese business associations in September and October respectively.

Nhan also asked relevant agencies to provide forecasts about the demand for human resources from German enterprises in Viet Nam.

The two Vietnamese ministries and German enterprises should reach an agreement on the number of labourers that need training and jobs as their long-term plan, he said.

He also asked relevant agencies to gradually apply the German co-operation model between enterprises and universities in Viet Nam, and publicise information about 100 German enterprises in Viet Nam that were willing to recruit Vietnamese students as interns.

He said Viet Nam would work out a special mechanism with the Japanese Business Association on training human resources to meet the demand of Japanese enterprises in Viet Nam.

He affirmed the country would make efforts to meet all the labour needs of Japanese and German enterprises operating in Viet Nam.
