The Hung Yen Department of Construction has announced that foreign organizations and individuals are permitted to own homes at the Khu Phuc hop do thi, du lich sinh thai, san golf Khoai Chau project in Hung Yen Province, commercially known as Trump International Hung Yen.

Under the announcement, foreign individuals and entities are allowed to own a maximum of 250 low-rise houses within sub-zones 2, 3 and part of sub-zone 1.

Twelve villas are excluded from foreign ownership in accordance with opinions issued by the Ministry of Public Security.

For apartment buildings, foreign ownership is capped at no more than 30% of the total number of residential units in each building, applicable to locations within sub-zone 3.

The Department of Construction stressed that the project developer is only permitted to sell homes that meet legal conditions and must not exceed the ownership quotas set out above.

Any transaction involving the sale, lease-purchase or gifting of housing to foreign individuals or organizations that exceeds the legally permitted quota, or applies to housing that foreigners are not allowed to own under Article 19 of the Housing Law, will have no legal validity.

Such transactions will not be eligible for the issuance of ownership certificates by competent authorities, and sellers or lessors will be required to compensate buyers or lessees for any resulting damages, according to the department’s notice.

In addition, within three working days from the date of signing a contract for the sale, lease-purchase or gifting of housing to a foreign buyer, the project developer, donor or seller is required to notify the Department of Construction, both electronically and in writing.

The notification must include the buyer’s name and the address of the property transferred, so that the information can be published on the department’s official online portal in accordance with regulations.

The Trump International Hung Yen project received investment policy approval in May 2025.

The project is being developed by Hung Yen Investment and Development Group JSC, a subsidiary of Kinh Bac City Development Holding Corporation, in cooperation with The Trump Organization.

The development is located across several communes in Hung Yen Province, including Chau Ninh, Khoai Chau and Chi Minh, covering areas that previously belonged to Tu Dan, Tan Chau, Dong Ket, Dong Ninh, Dai Tap, Lien Khe and Chi Minh under the former Khoai Chau District.

The total project area exceeds 888 hectares.

It is divided into four main zones: an ecological residential area integrated with a high-end golf course; an ecological residential area linked to an eco-golf course; a commercial and service urban zone; and a green space and themed park zone.

Total investment is nearly VND 40 trillion, equivalent to more than USD 1.5 billion, with the implementation schedule expected to run from the second quarter of 2025 to the second quarter of 2029.
