The Ministry of Public Security recently issued Circular No. 71/2024, which governs the management and use of data systems for journey monitoring devices and driver image recording equipment.

Key requirements for drivers

Under Article 13 of Circular No. 71, drivers of commercial vehicles, passenger cars with at least eight seats, tractor-trailers, ambulances, and rescue vehicles must comply with the following:

Limit continuous driving to no more than four hours, with daily driving capped at 10 hours and weekly driving at 48 hours, per the Road Traffic Safety and Order Law and the Labor Code.

Manage journey monitoring devices and driver image recording equipment during assigned driving periods.

Notify transport companies or vehicle owners immediately if monitoring or recording equipment malfunctions or loses connection.

Data management and transmission

The circular also details the data systems used for journey monitoring and image recording, which include identification data, journey data, and driver image data. These systems are designed to collect and transmit real-time information such as vehicle license plates, driver licenses, speed, coordinates, and images of drivers.

The data must be transmitted to the Traffic Police Department's servers within two minutes for journey data and five minutes for driver image data. In the event of transmission disruptions, data must be resent within five days upon system restoration.
