In mid-June, French Ambassador to Vietnam Olivier Brochet returned to Dien Bien alongside a delegation of French historians and museum experts, underscoring the province's unique role in one of the most remarkable transformations in modern diplomacy.

More than seven decades after the Battle of Dien Bien Phu, a place once associated with war and suffering has become a symbol of reconciliation, cooperation and mutual respect between Vietnam and France.

The visit marked Ambassador Brochet's fifth trip to Dien Bien in less than three years.

"The reason I return to Dien Bien so often is that the province holds a symbolic position in cooperation between our two countries," he said. "For the past 30 years, it has also been a place where both sides have sought to strengthen collaboration."

Cooperation beyond imagination

According to the ambassador, Vietnam and France share a chapter of history marked by pain and loss on both sides.

More than 70 years ago, few could have imagined that two nations once confronted each other on this battlefield would eventually become Comprehensive Strategic Partners.

Today, Dien Bien stands as both a witness to that difficult history and an example of what reconciliation can achieve.

The province has welcomed several high-profile French leaders over the years, including President François Mitterrand in 1993 and Prime Minister Edouard Philippe in 2018. More recently, Sébastien Lecornu, then France's Minister of the Armed Forces, attended ceremonies marking the 70th anniversary of the Dien Bien Phu Victory in 2024.

Many French veterans have also returned to the province.

Ambassador Brochet recalled a conversation with former Prime Minister Pham Minh Chinh when the two countries elevated their relationship to a Comprehensive Strategic Partnership.

"He told me that seeing the French Minister of the Armed Forces standing alongside Vietnamese people in Dien Bien during the 70th anniversary commemorations demonstrated France's sincerity in strengthening relations between our two countries," the ambassador said.

Among those attending the anniversary events were three French veterans - Jean Yves Guinard, William Schilardi and Andre Mayer - all aged between 85 and 90.

The ambassador said the veterans were deeply moved, believing it might be their final visit to Vietnam and a chance to revisit memories from a conflict they experienced as teenagers.

"They suffered many of the same hardships as Vietnamese soldiers of that period," Brochet said. "What touched them most was the warm welcome they received from Vietnamese people and young generations who expressed friendship and goodwill."

Preserving memory together

Since then, cooperation between France and Dien Bien Province has expanded significantly, particularly in projects related to historical memory and heritage preservation.

Among the initiatives are the development of a Historical Heritage Route in Dien Bien, a lighting project for Muong Thanh Bridge and a partnership between the Caen Memorial Museum in France and the Dien Bien Phu Victory Museum.

The projects represent more than heritage cooperation. They illustrate how Vietnam and France are entering a new phase in their relationship and offer an example to the world of how former adversaries can build a constructive partnership.

Ambassador Brochet and experts from both countries are currently implementing an agreement signed between Dien Bien authorities and the Caen Memorial Museum during French President Emmanuel Macron's state visit to Vietnam in May 2025.

Since an initial working visit in September 2025, the Dien Bien Phu Victory Museum and the Caen Memorial Museum have collaborated on research, professional exchanges and exhibition development.

Museum specialists from both sides have regularly shared information, archival materials and professional expertise, laying the groundwork for long-term cooperation.

The Caen Memorial Museum has also worked with major French archives to identify documents that could enrich the collections and exhibitions of the Dien Bien Phu Victory Museum.

French museum and exhibition design experts have developed proposals for upgrading parts of the museum's displays and modernizing its permanent exhibition system.

During the latest visit, the delegation presented preliminary concepts and design models focusing on the preparation and deployment of French forces before the Dien Bien Phu campaign, an area where Vietnamese curators are particularly interested in accessing additional archival materials from France.

The French team has also developed museum standards and exhibition guidelines intended to support a broader modernization of the museum while preserving its unique identity.

For Ambassador Brochet, the fact that Vietnam and France can now jointly tell this historical story reflects the maturity of relations between the two nations.

Shared memories are no longer viewed solely through the lens of conflict but increasingly as a foundation for dialogue and understanding.

"We want Dien Bien Phu to become not only a place associated with pain, but also a place that inspires hope for the future of relations between our two countries," he said.

The ambassador noted that France possesses extensive experience in heritage preservation and management dating back to the 19th century.

He pointed to ongoing French involvement in preservation projects across Vietnam, including initiatives related to Hai Phong Opera House, Long Bien Bridge and Hanoi University of Pharmacy.

France's expertise also extends to leveraging heritage assets for tourism and economic development. The country remains the world's most visited destination, welcoming around 100 million international visitors annually.

Brochet said France is ready to share that experience with Vietnam, particularly through local-level and decentralized cooperation programs.

He suggested that a twinning arrangement between Dien Bien Province and France's Calvados Department could provide additional opportunities for collaboration.

At the same time, he emphasized the importance of balancing heritage preservation, tourism development and the interests of local communities.

"We can work together to find solutions that ensure sustainable tourism while protecting heritage sites, supporting local residents and generating economic benefits," he said.

A partnership for the future

The visit by Ambassador Brochet and the delegation of French experts marks a new stage in cooperation between the two museums and reflects the shared determination of Vietnam and France to strengthen cultural, scientific and heritage exchanges.

It also serves as a practical example of the Comprehensive Strategic Partnership between the two countries, under which culture, education and the preservation of historical memory have been identified as priority areas of cooperation.

The Dien Bien Phu Victory Museum, dedicated to the 1954 victory, houses thousands of artifacts, documents and archival records related to the historic campaign, including the celebrated Dien Bien Phu Panorama painting. The museum welcomes between 150,000 and 200,000 visitors each year and serves as an important destination for historical education and cultural tourism.

Founded in 1988 in Normandy, the Caen Memorial Museum is one of Europe's leading institutions dedicated to the history of the 20th century. Welcoming more than 500,000 visitors annually, it focuses on helping the public understand modern conflicts while promoting a culture of peace and dialogue.
