Mobilising capital from employees is one of the important measures to create more investment capital for an enterprise and help reduce brain-drain, he said, adding that when employees contributed their own money to an enterprise, they would be more responsible for the operation of their enterprises.

However, this should be done in an open, transparent manner, Quan stressed.

He told the Sai Gon Giai Phong (Liberated Sai Gon) newspaper that industrial enterprises have achieved good growth despite the recent difficulties including global recession.

However, in the context of international economic integration, enterprises must focus on investing more in modern production facilities and technologies to produce high quality products at competitive prices.

"Enterprises should also focus on developing high quality human resources, effective management strategies, business partners and markets," Quan said.

Enterprises should consider their employees as valuable assets and have good policies in terms of salaries and bonuses to win their loyalty, create conditions for employees to raise their professional skills and pay attention to other needs including accommodation and cultural and spiritual activities, he said.

The city's industrial sector has gradually developed in depth with knowledge-based products accounting for 30-40 per cent, Quan said.

The city's industrial production value reached VND56.1 trillion (US$2.8 billion) in October, up 14.9 per cent against the same period last year.

To help the sector develop further, city authorities will pay closer attention to difficulties faced by enterprises and trying to solve them promptly, Quan said.

They will also strive to create favourable conditions for enterprises to access capital and land, he said.
