
During a working session with leaders of Lai Chau province, the Prime Minister also considered a number of proposals related to infrastructure development and investment projects in the locality.
Among the proposals discussed were the planned Bao Ha – Lai Chau expressway, the construction of inter-level boarding schools in the province, the planning and investment attraction for Lai Chau airport, public investment funding for population resettlement, healthcare infrastructure development, rare earth mining, revisions to the national Power Development Plan VIII, and border patrol roads.
The Standing Government also reviewed several issues related to relocation and resettlement for the Ninh Thuan nuclear power plant project, as well as solar power projects that previously benefited from feed-in tariff (FIT) pricing.
Regarding the proposed Bao Ha – Lai Chau expressway, which has already been included in national planning, the Prime Minister agreed in principle to assign Lai Chau province as the project’s managing authority.
Relevant agencies were tasked with reviewing the route alignment, investment scale and project details before submitting them to competent authorities for consideration and approval.
The Prime Minister also instructed the Ministry of Construction and other relevant bodies to review and study adjustments to the planning of Lai Chau airport in line with the country’s overall development strategy.
He emphasized that the project should be implemented through public–private partnerships, with local authorities responsible for land clearance, helping promote economic development in Lai Chau and neighboring Lao Cai province, including the development of the low-altitude economy.
During the meeting, the Standing Government also heard reports on the implementation of a plan to build inter-level boarding schools in border communes under the Politburo’s Conclusion No. 81.
In 2025, construction began on 100 schools across 100 communes in 18 provinces, funded by the central budget, along with eight additional schools financed by local budgets and socialized capital.
So far, one school has been completed and put into operation, while the remaining projects are expected to be finished before August 30, 2026 in time for the new academic year.
The Prime Minister asked ministries and local authorities to continue reviewing and implementing the school construction program in accordance with local conditions, address emerging issues promptly and ensure effective management and operation once the schools are completed.
He stressed the need to ensure efficiency, cost savings and strict prevention of waste, corruption and negative practices while optimizing investment resources.
