On May 9, the government released Resolution No 66 on the action program to implement the Politburo’s Resolution No 41 dated October 10, 2023 on promoting the role of Vietnamese businesspeople in the new period.

Specific goals have been set up: Vietnam will have at least 2 million businesses by 2030; a high number of entrepreneurs running powerful economic groups with strong resources and competitiveness in the domestic and international markets, acting the role of paving the way and leading important sectors of the national economy.

It is expected that businesses will make up 65-70 percent of the country’s GDP, generate 32-38 percent of total jobs, 98-99 percent of total import-export turnover. 20-25 percent of enterprises owned by businesswomen, and 30-35 percent of enterprises with female directors or leaders.

Vietnam wants to see the number of enterprises to be listed among enterprises with highest brand values increasing by 10 percent per annum.

The government specifies that at least 10 Vietnamese businesspeople will be listed among the world’s dollar billionaires, and five will be listed among Asia's most powerful ones.

Vietnam hopes that by 2045, some businesspeople of large corporations will be able to lead industrial and agricultural value chains, which act as nucleuses for the establishment of some value chains of Vietnam in advantageous and priority sectors.

It is necessary to develop a contingent of Vietnamese businesspeople with capacity and qualifications to meet the national goal of developing Vietnam into a developed high-income country and a high position in the region and the world.

In order to reach the goals, the government has requested ministries, ministerial-level agencies, government’s agencies, provincial and municipal People’s Committees, Vietnam Chamber of Commerce and Industry (VCCI), Vietnam Small and Medium Enterprise Association and other associations to implement seven major tasks as follows:

First, heighten the awareness of businesspeople's position and role when developing the country.

Second, complete policies and mechanisms, creating favorable business and investment environment for entrepreneurs and businesses to develop.

Third, develop a contingent of businesspeople satisfying the requirements to develop the country in the new period.

Fourth, build business ethics and culture, promoting national spirit and arouse the aspiration to develop the country.

Fifth, strengthen solidarity, cooperation among businesspeople, workers, farmers and intellectuals.

Sixth, promote VCCI’s role and organizations representing Vietnamese businesspeople.

Seventh, strengthen the Party’s leadership and State’s management in building and promoting the role of Vietnamese businesspeople.
