
At the reception, Anh spoke highly of research efforts by the Lao officials, saying that their PhD theses deal with important and practical issues in both theory and reality for Laos and Vietnam .
He expressed his belief that the PhD theses will be applied in the process of leading and guiding the implementation of the Resolution of the 9 th Congress of the Lao People’s Revolutionary Party (LPRP) and the country’s five-year socio-economic development plan for the 2011-2015 period, contributing to making Laos a peaceful, independent, democratic, united and prosperous country.
On behalf of the Lao officials, Bunthoong Chitmany, Politburo member and Head of the LPRP Central Committee’s Commission for Inspection, expressed deep thanks to the leaders of the Vietnamese Party, State and relevant agencies who created favourable conditions for the Lao officials to fulfil their syllabus and successfully defend their PhD theses.
He said he wishes that Vietnam will continue helping Laos in training and developing human resources serving the country’s renewal process, national construction and defence.
The five senior officials of the Lao People’s Revolutionary Party were awarded PhD degrees at a ceremony held by the Ho Chi Minh National Academy of Politics and Public Administration on Dec. 10 in Hanoi .
Director of the Academy, Dr. Ta Ngoc Tan congratulated the Lao officials on completing their research programme. He also said the success will help the Academy implement the cooperative programme on training human resources and improving the quality, meeting the demand of Lao revolution./
Developing comprehensive UK-Vietnam relations
As strategic partners, the UK and Vietnam are taking the initiative to open up a new period of comprehensive cooperation, said Prince Andrew, Duke of York.
Prince Andrew made the statement while co-chairing the UK-Vietnam Business Conference at Buckingham Palace in London on December 9, which was attended by 300 representatives from UK and Vietnamese businesses.
He said, in line with expanding cooperation with the Southeast Asian region, UK businesses are aiming to boost two-way trade with Vietnam. Both sides are also trying to utilize their potential to improve the efficiency of their economic and investment activities.
The UK-Vietnam Business Forum is part of the activities under the bilateral strategic partnership between the two countries, he said, adding that it has offered opportunities for many UK and Vietnamese business to promote cooperation in various fields.
The UK not only hopes to develop trade relations with Vietnam, but also to send representatives to the country to seek new business and cooperation opportunities, Prince Andrew said.
He also urged UK and Vietnamese businesses to work closely together to make their cooperation more effective.
Vietnam National Assembly Chairman Nguyen Sinh Hung, who is also co-chairman of the conference, said Vietnam is making every effort to promote its international integration as well as its renewal process, focusing on completing market economy institutions, creating a fair competitive environment, and accelerating administrative reform.
The country also aims to develop high-quality human resources and develop its technology in order to encourage more foreign investors to penetrate its markets.
The Vietnamese National Assembly, Government, and people hope to boost ties with the UK in all fields including politics, diplomacy, education, culture, sports, and tourism.
NA chairman Hung said he hopes the forum will help Vietnamese businesses work out the best way to optimize the advantages of the strategic partnership between the two countries.
Lao PM meets ministers from Laos, Vietnam and Cambodia
Ministers from Cambodia, Laos and Vietnam (CLV) were received by Lao Prime Minister Thongsing Thamavong in Attapeu, Laos, on December 9 after the seventh CLV Joint Coordinating Committee meeting.
The Lao PM praised the importance of the 'CLV Development Triangle' saying it directly benefits all three nations.
Investment in the triangle also helps strengthen their traditional ties and friendships, he added.
The three ministers praised Laos’ organisation of the conference, which they said demonstrating the special attention from the Lao PM, who attended and chaired the event.
Danang receives gifts from Truong Sa
The Military Command of central Danang city held a ceremony on December 9 to receive stones and two tropical almond trees as gifts from Truong Sa (Spratly) archipelago.
The coral stones and tropical almond trees are considered symbols of the Truong Sa archipelago.
The gifts, presented by the Navy High Command, confirm Vietnam’s sovereignty over seas and islands as well as educate people from all walks of life about patriotism, national pride and a sense of responsibility for preserving and protecting the country’s territorial integrity.
The Navy High Command has so far handed over stones and tropical almond trees to 26 cities and provinces nationwide.
Ninh Thuan urged to focus on zoning plans
Drawing up effective zoning plans will help Ninh Thuan province sharpen its competitive edge and make full use of its advantages to speed up socio-economic development, says Prime Minister Nguyen Tan Dung.
PM Dung made the statement at a working session with key provincial leaders on December 9, before a trade promotion conference in Phan Thiet city on December 10 to announce Ninh Thuan’s overall socio-economic development plan until 2020.
According to the plan, which was approved by the Prime Minister, Ninh Thuan will concentrate on six issues: clean energy, tourism, agro-forestry and fisheries, clean industry, real estate and urban development, and education and training. These six sectors are expected to contribute more than 90 percent to the province’s total GDP and generate jobs for 85 percent of the local workforce.
The PM highly valued Ninh Thuan’s overall plan, saying it will help the province become a major economic hub in the south-central and Central Highlands regions.
Ninh Thuan has also been selected as the site for Vietnam’s first two nuclear power plants, which will have a combined investment of almost US$16 billion and be constructed using the world’s latest and safest technology. This is a good opportunity for Ninh Thuan to make a breakthrough in moving towards sustainable development, he added.
CPV hopes to develop cooperation with Belgium Worker Party
The Communist Party of Vietnam (CPV) always attaches importance to developing and strengthening cooperative relations with the Workers’ Party of Belgium (WPB).
Hoang Binh Quan, Head of the Communist Party of Vietnam (CPV) Central Committee’s Commission for External Relations emphasised this while receiving a WPB delegation, led by Head of the International Relations Department, Baudouin Deckers, on December 9.
Mr Quan applauded the delegation’s visit and expressed his gratitude to Belgian communists and people for heartfelt sentiments and valuable support to Vietnam in its national liberation, construction and defence cause.
He said he hopes that WPB will further affirm its role and position in Belgium and Europe.
For his part, Baudouin Deckers expressed his admiration for Vietnam’s achievements in its modernisation process, saying that he considers these achievements as great encouragements for WPB and other forces, which are struggling for peace, democracy and socialism worldwide.
He affirmed that WPB will continue to further strengthen and tighten the traditional relations and solidarity with CPV, contributing to promoting the Vietnam-Belgium relationship and cooperation.
During the visit, the Belgian delegation visited Ho Chi Minh Mausoleum and Uncle Ho’s working and living places. They also made fact-finding trips to the northern provinces of Ninh Binh and Quang Ninh.
More judicial cooperation between Vietnam and Laos
The two countries’ courts will also increase the exchange of delegations and the sharing of trial experience under this agreement signed by Chief Judge of the Vietnam Supreme People’s Court Truong Hoa Binh and his Lao counterpart Khamphanh Sithidampha.
At the meeting, Binh and Sithidampha briefed each other on the activities of courts in their countries.
The Chief Judge of the Laos People’s Court highlighted the assistance that the Vietnam Supreme People’s Court has given Lao courts and agreed that cooperation between the judicial branches of both countries has contributed positively to the special traditional ties of solidarity and cooperation between Laos and Vietnam.
CLV triangle seeks closer internal cooperation
Cambodia, Laos, and Vietnam (CLV) will increase cooperation to address challenges in the region.
The agreement was reached at the seventh meeting of their CLV Joint Coordinating Committee in Attapeu town, Laos, on December 9.
Lao Prime Minister Thongsing called for internal cooperation as well as international support for the development triangle region.
Participants acknowledged the progress made within the CLV cooperation framework and expressed their thanks to Japan for its assistance to the region’s socio-economic development.
They also emphasized the importance of cooperation between the three countries and their development partners in clearing mines and other unexploded ordinances and in developing their human resources.
At the meeting, the Lao Minister of Planning and Investment, the Cambodian Minister of Trade, and the Vietnamese Minister of Planning and Investment signed an agreement on managing and directing the electronic portal for the CLV development triangle.
The next meeting of the CLV Joint Coordinating Committee will take place in Vietnam in 2012.
International context’s effects on Vietnam discussed
Vietnam should review its current development strategies and increase reforms to overcome internal barriers to economic growth, an expert has said.
Small- and medium-sized countries like Vietnam find it hard to select modes of cooperation and competition between the new and the old, said Dr Nguyen Manh Hung, from the Institute of World Economics and Politics, at a conference in Hanoi on December 9.
According to Dr Hung, economic restructuring and growth model shifting are potential long-term solutions, public debt control a medium-term priority, and curbing inflation an immediate duty to withstand challenges to economic growth.
He considered restoring confidence in market an important solution for Vietnam to regain growth momentum.
The conference that shed light on new international context and its corollary for Vietnam was attended by experts from research institutes, ministries, and the Hungarian Academy of Sciences.
Participants said the new international context should be reviewed from both economic and confidence angles. The world is facing two major crises – in the long term, the main concern is the crisis over the current development model and in the short term, the main concern is the crisis in confidence.
Ineffective efforts to stop the public debt crisis in Europe were discussed, as well as the consequential socio-political instability.
In developing countries, high inflation exerts a greater impact on the poor and those making low-incomes, they said.
Boosting sustainable mining development in ASEAN
Vietnam welcomes investors in the mining industry and is completing legislation on minerals that is in line with other countries in the world, says Deputy Prime Minister Hoang Trung Hai.
Mr. Hai made the statement at the third ASEAN Ministerial Meeting on Minerals (AMMIN 3), which opened in Hanoi on December 9.
The Deputy PM said that the minerals law, which was approved by the National Assembly in November 2010, boosts administrative reforms, creates favourable conditions, and increases State management on mineral exploration activities in order to contribute to socio-economic development. Mining should be combined with processing activities that bring benefits to the State, localities, businesses, ecology, and national security, he added.
Mr. Hai affirmed that Vietnam is ready to exchange, learn and share experiences in management, exploration, and reasonable use of mineral resources with other ASEAN member countries.
“Vietnam wishes to lay out a single policy within ASEAN in trade and investment in mineral sector to foster the effective implementation of ASEAN Mineral Cooperation Action Plan (AMCAP) in the 2012-2015 period,” he stated.
The Vietnamese government leader also stressed the need to ensure sustainable development in the region’s mining activities, with a focus on creating good investment opportunities and protecting the environment. Capacity building and institutions are also matters of concern for the mining industry in Southeast Asia, he added.
Delegates adopted the Hanoi Declaration, detailing an action plan on mineral cooperation within the bloc for the 2011-2015 period. Accordingly, ASEAN member countries will establish an information sharing mechanism to harmonize their mineral policies, and create a more favourable environment for trade and investment.
Belgian Workers’ Party delegation visits Viet Nam
A delegation of the Workers’ Party of Belgium (WPB) led by the Head of the International Relations Department, Baudouin Deckers, has arrived on a working visit to Viet Nam from December 6-12.
The delegation held talks with Hoang Binh Quan, Head of the Communist Party of Viet Nam (CPV)’s Central Committee’s Commission for External Relations yesterday.
Quan stressed the CPV always attaches importance to developing and strengthening co-operative relations between the two parties and peoples. He said he hoped that the WPB would further affirm its role and position in Belgium and Europe.

Development Triangle conference wraps up
The 7th Conference of the Joint Coordination Committee for the Cambodia-Laos-Viet Nam (CLV) Development Triangle took place in southern Attapeu province of Laos yesterday.
Addressing the opening of the meeting, Lao Prime Minister Thongsin Thammavong called for closer co-ordination in the Cambodia-Laos-Viet Nam Development Triangle area for effective economic development in the three countries and to cope with ongoing challenges.
The conference emphasised the importance of enhancing co-operation among Cambodia, Laos and Viet Nam in security and foreign affairs and co-operation between CLV and development partners in clearing bombs and unexploded ordnances (UXOs) along with the development of human resources to boost the Development Triangle economies.
