Senior leaders pay New Year visits



On January 12, State President Truong Tan Sang received a delegation of war veterans from Regiment 72 while National Assembly (NA) Vice Chairman Uong Chu Luu was on a New Year visit to the Mekong Delta province of An Giang.

At the reception, President Sang praised their great contributions to the country’s revolutionary cause, saying that the Party, State and people will never forget the Regiment’s contribution to the cause of construction and defence.

During the anti-French resistance war, Regiment 72, one of the first shock forces of the Vietnam People’s Army engaged in more than 100 battles to protect the northern province of Bac Kan.

In 2011, the Regiment was conferred the title ”Hero of the People’s Armed Force” by the State and Party in recognition of its glorious feats of arms.

*** During the New Year visit to An Giang, NA Vice Chairman Luu praised the province’s efforts to boost socio-economic development.

Over the past year, An Giang’s growth rate has risen to above 11 percent with its GDP per capita reaching more than VND27 million.

On this occasion, NA Vice Chairman Luu extended his best wishes to local people.

*** The same day, Deputy Prime Minister Nguyen Xuan Phuc visited to the Da Lat Ground Force Academy in the Central Highland province of Lam Dong.

He spoke highly of the academy’s achievements in all fields, saying it deserves to be part of the Vietnam People’s Army Forces.

Deputy PM Phuc took this occasion to extend his New Year wish to all cadres, soldiers and trainees of the academy.

Since its establishment in 1946, the academy has provided more than 300 training courses for 40,000 cadres from regiments and divisions and helped train hundreds of Lao and Cambodian army officers.

NA Chairman meets Mexican legislators
 
National Assembly Chairman Nguyen Sinh Hung held talks with President of the Mexican Senate Jose Gonzalez Morfin following a welcome ceremony for the latter in Ha Noi yesterday.

Chairman Hung described the visit by Morfin as a vivid symbol of the friendly co-operative relations between the two countries.

Viet Nam was pursuing a foreign policy of openness and co-operation with all nations worldwide, said Hung, adding that the nation was restructuring its economy, improving the scope of poverty reduction and attracting more foreign investment.

He proposed that both sides increase communication in economics, trade, investment, culture and legal matters.

The two parliaments should further co-operate to supervise the exchange of parliamentarians and delegations at all levels.

The Vietnamese NA was ready to act as a bridge to promote diplomatic ties between Mexico and other ASEAN members, Hung said, stressing that Viet Nam wanted to expand its friendly relations with Mexico and other Latin American nations.

He suggested the two sides establish a Viet Nam-Mexico Inter-Governmental Committee and sign a co-operative agreement between the two parliaments.

For his part, the Mexican Senate President affirmed that his visit marked a step toward improving the relationship between the Mexican Senate and the Vietnamese legislature.

He voiced his support for the establishment of the Viet Nam-Mexico Inter-Governmental Committee and the signing of a co-operative agreement between the two parliaments.

Morfin said he hoped the two countries would speed up joint projects that would bring practical benefits to both sides.

At the talks, the two sides exchanged information about each country's socio-economic development and agreed to promote co-operation between the two countries and parliaments.

Inspectors should be more active: Deputy PM

Deputy Prime Minister Nguyen Xuan Phuc has urged the Government Inspectorate to be more determined to prevent moral and political degradation among cadres.

Addressing a January 12 conference of the Government Inspectorate in Da Lat City, Lam Dong province, the Deputy PM highlighted the inspectorate’s achievements in 2011.

However, he said, there remain problems related to anti-corruption, complaints and denunciations, and property withdrawals.

Mr Phuc asked the Government Inspectorate to fulfill its mission with a higher sense of responsibility, build its operational regulations, and promote training of human resources to improve skills and professional ethics.

The conference discussed its mission for 2012, with a focus on inspection of ministries agencies, centrally-run cities and provinces, as well as the implementation of state management and socio-economic management in provincial and district departments.

In 2011, the sector conducted 75,600 inspections in state management and socio-economic management, through which violations of VND8,500 billion and 268,000 ha of land were detected. Inspection agencies proposed reclaiming VND5,000 billion and 12,000 ha of land, and imposed administrative fines of more than VND8,000 billion.

The sector also petitioned to take disciplinary measures against more than 3,500 violators and transfer the dossiers of 83 cases to investigative agencies.

Bar Association urged to sharpen capacity

The Vietnam Bar Federation (VBF) should focus on improving the capacity of their human resources to protect people’s legitimate rights and interests, justice, and the discipline of the law, says State President Truong Tan Sang.

President Sang, who is also head of the Central Steering Committee for Judicial Reform, made the request while working with the VBF’s Standing Committee in Hanoi on January 12.

The State leader underlined the contributions of Vietnamese lawyers to protecting the State and people’s interests, as well as the country’s achievements.

The State’s sound decision to establish the VBF has helped uphold the role of Vietnamese lawyers, he said.

Mr Sang also pointed out shortcomings such as insufficient coordination between the VBF and provincial and municipal bar associations. In addition, many lawyers violate the law and moral principles.

He urged the federation to uphold the role of lawyers in order to minimize unjust punishments and protect not only the people’s rights, but also the principle of law, the regime, and the country.

In the current context of global integration, it is necessary to sharpen lawyers’ capacity and promote cooperation with other countries’ bar federations.

Since it was established two years ago, VBF has successfully united Vietnamese lawyers and served as a bridge connecting the Party, State, and society with lawyers. The federation has taken the initiative to contribute to the building and communication of laws.

In 2011, Vietnamese lawyers acted as counsels in more than 17,500 criminal cases to defend people’s legitimate rights and contribute to judicial reform, as well as the building of a socialist, law-governed state.

Ceremony marks diplomatic ties between Vietnam and China

A ceremony was held at Vietnam’s Consulate General in Guangzhou province on January 11 to celebrate the 62nd anniversary of the establishment of diplomatic ties between Vietnam and China.  

In his speech, Consul General To Quoc Tuan reviewed last year’s important events in this connection, including Vietnamese Party General Secretary Nguyen Phu Trong’s visit to China and Chinese State Vice President Xi Jinping’s visit to Vietnam.

The Vietnamese diplomat said Vietnam and China have constantly consolidated and developed their relations of friendship and cooperation over the past 62 years to meet the interests of both countries’ people, and contributed to promoting peace, stability and development in the region and the world.

In recent years, Vietnam-China relations have continued to grow and flourish in all fields. Particularly, the recent agreement on comprehensive strategic partnership reached by high-ranking leaders of the two countries has provided fresh impetus for these relations to reach a higher level.

In 2011, two-way trade turnover reached more than US$7 billion, up over 30 percent compared to last year’s figure.

The Vietnamese diplomat expressed his wish that all the signed agreements between Vietnam’s relevant ministries and Guangdong province would be realized under concrete plans and programmes.

Deputy Director of the Guangdong Foreign Affairs Office (GDFAO) Zhang Li Ren emphasized that the traditional friendship fostered by leaders of the two countries, is a common valuable asset. In recent years, Vietnamese localities and Guangdong province have gained remarkable achievements in the fields of economics, trade, infrastructure, agriculture, science and technology, tourism and natural resources.

He affirmed that Guangdong will seize opportunities to carry out its 12th five-year plan to contribute to developing the friendship and cooperation of the two countries for mutual benefits.

Vietnamese and Japanese female parliamentarians boost ties

National Assembly Vice Chairwoman Tong Thi Phong has agreed with a proposal from the leader of the Japan – Vietnam Friendship Parliamentary Alliance (JVFPA) on strengthening exchanges between the two countries’ female parliamentarians.

At a reception for President Tsutomu Takebe in Tokyo on January 11, Mrs Phong highly valued the support and effective operation of JVFPA, which groups members of both the Democratic Party of Japan and the Liberal Democratic Party in the Japanese legislative body.

She said she hopes Japan will expand its support to Vietnam in infrastructure development, besides to supporting industry, science and technology research and agriculture.

Takebe affirmed that Japan-Vietnam relations are developing at the highest level, adding that the alliance is doing its utmost to enhance exchanges with Vietnamese leaders and people.

On January 12, NA Vice Chairwoman Phong is scheduled to attend the closing ceremony of the 20th Asia-Pacific Parliamentary Forum (APPF) and the signing ceremony of the new Tokyo Declaration, a document of significance in orienting APPF development.

Japanese Justice Minister welcomed

National Assembly Vice Chairman Uong Chu Luu said he believes Japanese Justice Minister Hiraoka Hideo’s visit to Vietnam will contribute to strengthening the Vietnam-Japan strategic partnership.

At the reception for Minister Hiraoka Hideo in Hanoi on January 11, NA Vice Chairman Luu spoke highly of Japan’s large official development assistance to Vietnam, despite the impact of tsunami and earthquake last March.

Luu expressed his pleasure at judicial cooperation between the two countries.

He also hailed the activities of Vietnam-Japan Parliamentary Friendship Group and the Japan-Vietnam Parliamentary Friendship League, describing them as an effective cooperation model between the two parliaments.

He also wished that the Japanese people would overcome their difficulties to restore the country.

Minister Hiraoka Hideo gave thanks for Vietnam’s assistance to Japan in overcoming the consequences of the earthquake and tsunami.

He said Japan hopes to see stronger cooperation with Vietnam in the judicial sector, making a contribution to boosting the two countries’ relations.

Vietnam highly values UNICEF’s assistance

Vietnam appreciated UNICEF’s help in the field of social and cultural development, said National Assembly Vice Chairwoman Nguyen Thi Kim Ngan while receiving UNICEF Chief Representative in Vietnam, Lotta Sylwander, in Hanoi on January 12.

Ngan thanked UNICEF for its cooperation in implementing policies on protection and care for Vietnamese children to meet Vietnam’s demand for socio-economic development in each period.

Ngan asked the two sides to expand cooperation in raising the role of the UN organization.

The legislator expressed her wish that UNICEF would assist Vietnam to build laws and examine the protection and implementation of child rights.

Lotta Sylwander recognized Vietnam’s efforts in protecting and caring for children over the past years. She said in the circumstance of decreased capital for development in the world, UNICEF and other UN agencies will focus on policy consultancy and raising capacity for Vietnamese partners, including Party, parliamentary and governmental agencies and mass organizations.

She stressed that UNICEF will actively contribute to reducing the child poverty rate and increase access to essential social services like health care, safe water and education, especially in rural areas and areas of ethnic minority people.

Ireland, Vietnam to cooperate in youth education

Vietnam and Ireland should further cooperate in issues related to children and youth and share experience in children and youth education.

National Assembly Vice Chairwoman Nguyen Thi Kim Ngan made the suggestion while receiving Irish Minister for Children and Youth Affairs Frances Fitzgerald in Hanoi on January 12.

She stressed that the protection, care and education of children and the protection of their rights in particular have been one of the major priorities of Vietnam’s human development strategy.

Regarding bilateral ties, Ngan said she was pleased with recent important developments in the two countries’ relationship, especially in development cooperation, economics, trade and investment, and education and training.

The NA Vice Chairwoman thanked the Irish Government and people for their ODA provision for Vietnam, which she said has helped the country effectively implement its socio-economic development and poverty reduction policies.
