Mr Sang was accompanied on March 6 by a delegation from the Central Board for a Pilot Project to build a new model of rural development.

Mr Sang praised the commune party committee and people’s committee for their strong determination to achieve the high efficiency of investment projects that serve people’s life and local socio-economic development.

Many households have taken advantage of local conditions to develop commodity-oriented production models.

During the meeting with Tan Thong Hoi commune authorities, Mr Sang stressed that in the next step, the commune should help its farmers get rich, setting a bright example for other communes nationwide to follow.

Vietnam, Russia promote strategic partnership

A seminar was held in Hanoi on March 4 by the Russia-Vietnam Friendship Association to celebrate ten years of signing a joint statement of strategic partnership between Vietnam and Russia during Russian President Putin’s visit to Vietnam at that time.

In his speech, Vietnamese ambassador to Russia, Bui Dinh Dinh highlighted the significance of the joint statement and reviewed the landmark achievements of friendship and comprehensive cooperation between the two countries since the strategic partnership was established.

Mr Dinh thanked Russian leaders and people for their support for Vietnam during the past struggle for national liberation and unification and in its process of national construction and development.

He also spoke highly of the association’s initiative to organise the seminar as well as its activities to strengthen the Vietnam-Russia friendship.

Participants described the joint statement as a most important document which provides the legal foundation for developing bilateral relation in the 21^st century.

Over the past years, there have been major changes in bilateral cooperation in economics, trade, science and technology, education and training and national defense and security. Meanwhile, political relations have developed based on strong mutual trust.

It is worth noting that bilateral cooperation in oil and gas exploitation and energy have also been carried out effectively.

In their reports, Russian delegates praised the tremendous achievements of the Vietnamese people in recent times and congratulated the success of the country’s 11^th National Party Congress, hoping for a bright future for Russia-Vietnam relations.

At a reception on March 5, Vice Chairman of the provincial People’s Committee Bui Van Cuu said he was proud of receiving the delegation to the historical site where preparation’s the second LPRP congress took place.

Cuu expressed his belief that the ninth LPRP Congress slated for this month will set forth Laos’ development strategies.

Lao Ambassador to Vietnam Sunthon Saynhachac, who is also head of the delegation, told the host that as his country is preparing for the ninth LPRP Congress, the visit is an opportunity for Lao cadres and students to study Laos’ former generations and express their gratitude to the Party Committee, authorities, volunteer soldiers and war martyrs of Hoa Binh province for their assistance to Laos’ revolution.

He pledged to further preserve and develop the special friendship between the two countries.

Hanoi worked out an action plan for implementing the resolution effectively with a focus on five major tasks: tightening the monetary policy, keeping credit growth below 20 percent, ensuring credit capital for production and business, increasing budget revenues and reducing public spending.

In addition, the focus will also be on ironing out snags for businesses, saving energy, balancing the supply and demand of essential goods, stabilising the market, streamlining administrative procedures, boosting exports and limiting imports to ensure that import surplus is 1.65 times lower than the export surplus.

Participants underlined the need to implement social welfare policies properly to ensure a better life for low-income earners, people in difficult circumstances and social policy beneficiaries.

In his speech, Deputy Prime Minister Nguyen Sinh Hung praised Hanoi’s efforts in creating the action plan for implementing the resolution and asked municipal leaders to keep a close watch on the domestic economic situation and fulfill all the tasks set for this year.

If Hanoi successfully implements the Government resolution, it will help boost general socio-economic development as the city’s contribution accounts for 20 percent of the country’s total GDP, said Mr Hung.
