Vietnam congratulates Indian Communist Party on successful Congress

The Central Committee of the Communist Party of Vietnam has congratulated the Communist Party of India (CPI) on the success of its 21st Congress.

Party General Secretary Nguyen Phu Trong also sent his congratulations to the CPI’s newly elected General Secretary, Suravaram Sudhakar Reddy.

President inspects southern dyke network

State President Truong Tan Sang on April 7 made a fact finding trip to inspect the dyke network in the Mekong Delta provinces.

The President was updated on investment for upgrading and extending the dykes and the economic benefits that the network of dykes brings about.

While meeting with people in Dat Mui Commune in Ngoc Hien District, President Sang highlighted their efforts and creativity in growing and protecting the mangrove forests as well as the work they have done to reinforce the dykes.

He advised the local people to reclaim any available land and use the natural resources in these areas to help promote socio-economic development as well as urging the local community to monitor and upgrade the dyke network.

Ca Mau has a 100km long network of dykes that links up with the neighbouring province of Kien Giang. Some sections of the west dyke network have been badly damaged and are in need of repair. This has adversely affected production and the livelihoods of thousands of local households.

A project to replant forests in the area to help protect the dykes is expected to be carried out along the western dyke network in Cau Mau Province.

Procedures on international treaties enforced

The Prime Minister has issued a directive to enhance the quality of State management, which will lead to the country getting a better deal from international treaties and agreements.

The directive is also to enforce the 2005 law and the 2007 supplement on signing and implementing international treaties and agreements.

Under the directive, all ministries, agencies and localities must now regularly review any international treaties and agreements they have made and provided updated information on their validity and any amendments and supplements. This information must now be sent to the Foreign Ministry, to ensure the country’s database on international treaties and agreements is up to date.

The Prime Minister has asked for a full list of all international treaties and agreements made since 1945, to enable the government to clarify their validity and if they are still under negotiation, to send to the Foreign Ministry before September 15, 2012.

Every ministry, agency and locality must now reveal what international treaties and agreements they are proposing to sign and take the appropriate procedures according to the law.

Fostering Vietnam-Laos ties

Bilateral cooperation between Vietnam and Laos has been consolidated, strengthened and developed effectively.

Vietnamese Deputy Prime Minister Nguyen Xuan Phuc and his Laos counterpart Somsavat Lengsavath affirmed this at their talks in Hue City on April 7.

Deputy PM Somsavat is visiting Vietnam from April 5-10 at the invitation of his Vietnamese counterpart, Nguyen Xuan Phuc.

As chairmen of Inter-Government Cooperation Sub-committees, the two Deputy PMs reviewed the implementation of high-level cooperative agreements, especially the agreement made at the 34th meeting of the Inter-Government Cooperation Sub-committees. They also discussed specific measures to monitor projects and reallocated Vietnamese non-refundable aid for Laos to achieve better results.

Deputy PM Somsavat thanked the Vietnamese Government and people for their assistance during his country's national construction, especially for helping Laos organize the 9th Asia-Europe Meeting (ASEM) and the 7th seventh Asia-Europe Parliamentary Partnership Meeting (ASEP) in 2012.

Vietnam-Laos friendship highlighted

Lao Prime Minister Thongsing Thammavong has underlined the special solidarity and comprehensive cooperation between Laos and Vietnam.

Speaking at an April 6 reception for the Secretary of the Bac Ninh provincial Party Committee, Tran Van Tuy, PM Thammavong highly valued the cooperation between Bac Ninh province and Lao localities, especially Hua Phan province.

He said the collaboration between the two provinces demonstrates the special relationship and comprehensive cooperation between the two Parties, States, Governments, and peoples for the best interests of both nations.

Tuy expressed his admiration for the progress of development in Laos, which has been accomplished by the Lao people under the sound leadership of the Party and Government. He also committed to helping Hua Phan upgrade its infrastructure for agricultural production, mining and processing industries.

Bac Ninh will also help Hua Phan build a primary school and grant scholarships to students from Hua Phan studying in Vietnam, Tuy said.

Viet Nam backs treaty on nuclear non-proliferation

Viet Nam considered the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as the foundation for a global nuclear non-proliferation mechanism, said a senior Vietnamese diplomat.

The statement was made by Ambassador Pham Vinh Quang, deputy head of the Vietnamese delegation to the United Nations, at a debate held by the UN's Disarmament Commission (UNDC) in New York on Thursday.

Ambassador Quang underlined the important role the UN disarmament conference played and called for a comprehensive plan of action to deal with the issue as soon as possible.

All countries should work together to implement the ‘Comprehensive Nuclear Test Ban Treaty' (CTBT), and follow the detailed disarmament schedules, he said, adding that negotiations on nuclear disarmament and non-proliferation must begin to prevent a nuclear war and to halt the nuclear arms race.

Quang emphasised the right of countries to use nuclear energy for peaceful purposes, adding that Viet Nam recognised all multilateral treaties on banning weapons of mass destruction and pledged to actively contribute to the work carried out by the UN's disarmament agencies.
