Public Security Minister leads visit to Cambodia
A high-ranking delegation from the Vietnamese Ministry of Public Security led by Minister Tran Dai Quang on a working visit to Cambodia held talks with Sar Kheng, Cambodian Dep-uty Prime Minister and Minister of the Interior yesterday, Sep 8.

Viet Nam and Cambodia needed to consolidate and expand their co-operation in national defence and security, especially in the prevention of transnational crimes.
The Vietnamese minister underlined the resolve of the two countries' leaders to building a peaceful and stable common border and co-operating for mutual development, as well as their commitments to preventing hostile forces from using one country's territory to launch harmful activities against the other.
Both host and guest agreed to continue implementing agreements signed by the two ministries, especially the Co-operation Plan in 2011 between the two countries' public security agencies in crime prevention, social security and order, and personnel training.
Minister Sar Kheng briefed his guest on his country's political and socio-economic development in the first seven months of this year, saying the situation in Cambodia's border area with Thailand was stabilising, creating conditions for Cambodia to improve and enhance co-operative ties with Thailand.
On the same day, the Vietnamese delegation paid a courtesy visit to Cambodian Prime Minister Hun Sen.
On Wednesday, the delegation laid a wreath at the Independence Monument and the Viet Nam-Cambodia Friendship Monument. They are scheduled to conclude their visit today.
VN embassy in Libya to re-open
The Vietnamese Embassy to Libya would reopen when the situation in the country stabilised, Ministry of Foreign Affairs spokesperson Nguyen Phuong Nga said yesterday.
While answering reporters' questions on the condition of diplomatic officials in Libya, Nga said that thanks to help from other countries, international organisations, and especially Libyan friends, the Vietnamese ambassador and his officials had been temporarily evacuated.
Operations would return to normal when the country regained stability, she said.
Prime Minister to visit Indonesia
Prime Minister Nguyen Tan Dung, accompanied by his wife, will visit Indonesia on September 13-14 at the invitation of Indonesian President Susilo Bambang Yudhoyono.
Vietnam refuses claims about treatment of drug addicts and prostitutes
Vietnam's spokesperson Nguyen Phuong Nga today, Sep 9, said putting prostitutes and drug addicts into rehabilitation centres reflected the country's supportive social policies, refusing claims made by Human Rights Watch that they were forced into working long hours in detention centres.
While answering reporters' questions on Vietnam's reactions toward the HRW recently released report, Nga said the report was not based on accurate and updated information.
Vietnam's policies on this matter are in line with those defined by the World Health Organisation, the National Institute on Drugs Abuse under the US Department of Health and Human Services, and the United Nations Office on Drugs and Crimes.
Drug addicts can negatively impact a community and society while drug addiction badly affects one's health and behaviour, Nga said. Works at the rehabilitation centre support them in recovery, realising the danger of drug dependency. The centre also aids with later reintegration into society and the community, she added.
In regards to the question about the UN in Vietnam's suggestion to reassess the management of drugs addicts and prostitutes in Vietnam, Nga said Vietnam and the UN have been cooperating closely in related prevention works. Under all circumstances, they are entitled to fair treatment under the law at these centres, she said.
Leaders congratulates DPRK’s National Day
State President Truong Tan Sang has sent a message of congratulation to Kim Yong Nam, President of the Presidium of the Supreme People’s Assembly, on the occasion of the 63rd National Day of the Democratic People’s Republic of Korea (DPRK) (September 9).
On the occasion, Prime Minister Nguyen Tan Dung cabled a congratulatory message to his DPRK counterpart Choe Yong Rim and Foreign Minister Pham Binh Minh congratulated his DPRK counterpart Pak Ui Chun.
Vietnamese, Singaporean FMs hold talks
Foreign Minister Pham Binh Minh on September 8 held talks with his Singaporean counterpart K. Shanmugam on his official visit to Vietnam starting the same day.
FM Minh described the three-day visit as an important event contributing to boosting the two countries’ relations.
FM K. Shanmugam expressed his impressions of Vietnam’s socio-economic development and his belief that the country will gain greater achievements.
The two FMs affirmed that Vietnam and Singapore will continue developing friendship and multifaceted cooperation in the spirit of the Declaration on the Vietnam-Singapore Comprehensive Cooperation Framework in the 21st Century, signed in 2004.
They discussed plans to boost bilateral cooperation, including preparations for the official friendship visit to Singapore by State President Truong Tan Sang.
They also appreciated the annual political consultative mechanism at Deputy Foreign Minister level and agreed to hold the 6th consultative meeting in Singapore later this year.
The two FMs expressed their joy at the effective cooperation in trade and investment between the two countries and believed that the two sides should seek measures to allow more Vietnamese goods to enter the Singaporean market and enterprises of the two countries to boost linkages.
They praised the effective implementation of the Vietnam-Singapore Connectivity Agreement and expressed wishes that the two sides would expand the connectivity to urban management and human resource development.
The two FMs also exchanged views on cooperation in the areas of education, tourism, culture and people exchanges.
They agreed to maintain close coordination and cooperation at regional and international forums like the UN, East Asia Summit, Asia-Pacific Economic Cooperation Forum and Trans-Asia-Pacific Economic Partnership Agreement.
They shared the same view that peace, stability, security and maritime safety in the East Sea are of common interests of countries in the region and related sides needed to boost exchanges and consultation peacefully, avoiding the use of force.
They highly valued the approval of guidelines for the implementation of the Declaration on the Conduct of Parties on the East Sea (DOC) by ASEAN and China as well as their agreement to work towards building the Code of Conduct of Parties on the East Sea (COC).
The same day, the visiting Singaporean FM K. Shanmugam was received by Prime Minister Nguyen Tan Dung, who expressed his pleasure at the fine development of the two countries’ relations and expressed his wish that the two sides will continue to boost cooperation in every field, to help connect the two economies.
FM K. Shanmugam informed PM Dung that Singapore hailed the guidelines for the implementation of the Declaration on the Conduct of Parties on the East Sea (DOC) and expressed his wish that the Code of Conduct of Parties on the East Sea (COC) would soon be discussed and approved.
He added that Singaporean businesses consider Vietnam an attractive destination for investment in an effective and stable investment environment. He also expressed his wish that the Vietnamese Government would create more favourable conditions for Singaporean investors.
He praised Vietnam’s achievements in food production and expressed hope that Vietnam will boost cooperation and become a stable supplier of food for Singapore in the future.
