VietNamNet Bridge – The Government Inspectorate has detected violations in finance, planning, investment and construction of many housing projects in Ha Noi.

After examining housing projects developed in Ha Noi between 2002 and 2014, the Government Inspectorate found that more than VND1.562 trillion (US$68.71 million) was not collected because housing project developers failed to fulfill their financial obligations.

For example, the investor of the CT 2 land plot under the Kim Van-Kim Lu New Urban Area Project in Hoang Mai District did not pay land-use fee worth VND733 billion ($32.24 million), although it built houses for rent.

Viet Nam Glass and Ceramics for Construction Corporation (Viglacera) – investor of a building on 628 Hoang Hoa Tham Street, Ba Dinh District – did not pay sufficient land-use fee to the State budget. The Government Inspectorate pointed out that the corporate must pay an additional VND12 billion ($528,000).

In addition, Ha Noi People’s Committee wrongly calculated land-use fee, while in some cases housing project investors did not fulfill all their financial obligations, resulting in a shortfall of VND600 billion for the State budget.

In many projects, inspectors found investors illegally alter land-use and construction plans, using more land but not paying land-use fee for the extended area.

An example of this was the Nam Thang Long Urban Area Project by the Nam Thang Long Urban Development Co. Ltd., and the Trung Van Housing Project by the Vinaconex 3 Company.

According to the Government Inspectorate, the Ha Noi Architecture Planning Department wrongly approved architecture proposals, which helped housing investors make changes in their use of land without paying fees.

The Government Inspectorate also criticised Ha Noi People’s Committee for not ordering districts to co-operate with inspectors closely.

The city’s land use reports contained figures that were different from those reported by districts and agencies, which caused difficulties for inspectors.
