
Participants will give their opinions on seven draft laws, namely the Law on Administrative Sanctions, the Law on the Sea of Vietnam, the Law on Pricing, the Law on Water Resources (revised), the Law on Judicial Assessment, the Law on Advertising, and the Law on Legal Education and Dissemination. These draft laws are expected to be adopted at the coming third session of the 13 National Assembly.
They will discuss six other draft bills and map out a program on building law and ordinance of the NA in 2013.
The delegates will review the implementation of the 2011 plan for socio-economic development and contributed opinions to an overall plan for economic restructuring.
Australia, Vietnam look towards stronger ties
Vietnam and Australia should promote exchange visits at all levels, boost economic, trade and investment cooperation, and accelerate the implementation of the Vietnam-Australia Action Programme for 2010-2013 in the lead up to the 40th anniversary of their diplomatic ties (1973-2013).
This view was shared by Vietnamese Deputy Prime Minister Nguyen Xuan Phuc and Australian Prime Minister Julia Gillard at their meeting in Canberra on April 10.
The two leaders said they were pleased with the recent developments in Vietnam-Australia relations in a number of fields and appreciated the efficiency of their bilateral cooperation mechanisms.
Mr Phuc congratulated Australia on its achievements in national construction and development and praised the country for regarding Vietnam as one of its priority countries for development in Asia while PM Julia Gillard highlighted Mr Phuc’s visit to Australia as an important event in bilateral ties.
On regional and international issues of mutual concern, the two sides shared common views on the importance of maintaining peace, stability and cooperation in the East Sea, saying that the East Sea issue needs to be dealt with based on respect for international laws, especially the 1982 UN Convention on the Law of the Sea (UNCLOS). They also agreed to continue their close cooperation and coordination at regional and international forums and support each other for candidacy for UN agencies.
The Deputy PM met with Australia’s leading healthcare and justice experts on the same day to share experiences in controlling and preventing HIV/AIDS and other social evils.
Deputy PM Phuc met with senior Australian officials earlier and witnessed the signing of a criminal extradition agreement between the Vietnamese and Australian governments and a Memorandum of Understanding (MoU) on cooperation between the Vietnam Ministry of Justice and Australia’s Attorney-General Department (AG).
During the visit, other members of the Vietnamese delegation also met with Australia’s Commonwealth Director of Public Prosecutions, Chris Craigie, and Attorney-General Nicola Roxon.
The Vietnamese Government delegation led by Deputy PM Nguyen Xuan Phuc is on a visit to Australia from April 9-14 at the invitation of Australian Deputy Prime Minister and Treasurer Wayne Swan.
Improving literary criticism quality
The Central Council of Literature and Art Theory and Criticism needs to improve the quality and efficiency of literary criticism, said State President Truong Tan Sang on April 10 at a seminar on the issue in Hanoi.
This important seminar aimed to implement one of the tasks in Politburo Resolution 23 on developing literature and arts in the new period.
In his opening speech, Chairman of the Council, Professor Dr Nguyen Hong Vinh, highlighted the literary and artistic achievements over 25 years of national Doi Moi (Renewal) and international integration, which has helped raise the overall level of public general knowledge. However, Vinh said there are few works of much value produced on art and literary theory and criticism, while there are also still shortcomings and weaknesses in literature and the arts, which are failing to match the orientations for developing modern Vietnamese literature and arts imbued with national identity.
President Sang said the Council should find solutions to change Vietnamese arts and literature in the context of its global integration. The Council needs to organize more seminars to promote frank exchanges on current literary and artistic issues in the country and publish a special magazine for this field, he said.
Mr Sang also asked Council members to propose appropriate practical measures to boost the development of literature and the arts as well as national development.
Urban sprawl on agricultural land to be minimised
The impact of socio-economic development on agricultural land must be minimised by good planning, Prime Minister Nguyen Tan Dung has told his ministries.
His instructions were detailed in a notice released following a meeting with representatives of the Viet Nam Central Farmers' Association.
Land resumption must harmonise the interests of the State, land owners and investors and create favourable conditions for socio-economic development, the notice said.
The PM asked the Ministry of Natural Resources and Environment to review the implementation of his instruction on speeding up the granting of certificates of land use rights, house ownership and other property attached to the land.
The original instructions were issued last August. The ministry must submit the result to the Prime Minister by September.
Dung agreed in principle to renovate the policy on compensation for farmers whose agricultural land was resumed by the State.
He gave a nod to the mechanism that permits farmers access to bank loans but without having to submit land use rights certificates. The State Bank of Vietnam will study the case and issue concrete guidelines.
The farmers' association proposal to purchase unsold agricultural products and give priority to those produced under VietGap criteria was also approved.
Meanwhile, the farmers' association has been invited to take part in forming policies relating to agriculture, farmers and rural areas.
New ambassadors urged to promote bilateral co-operation programmes
National Assembly Chairman Nguyen Sinh Hung asked new Vietnamese ambassadors and consuls general to promote bilateral and multilateral co-operation programmes for national construction and development.
NA Chairman Hung made the request at a reception held for 19 newly-appointed ambassadors and six newly-appointed consuls general in Ha Noi yesterday.
The chief legislator congratulated Vietnamese ambassadors and chief representatives overseas, adding that their role was something to be proud of as well as a heavy task requiring diplomatic cadres to unceasingly exert their best to serve the nation's interests.
The success of external activities helped raise the country's position in the international arena and had direct impacts on the country's socio-economic development, he added.
He also emphasised the important role played by the diplomats in planning and designing socio-economic development policies, and ensuring defence and security in the country.
Hung asked the ambassadors and consuls general to pay more attention to the establishment of parliamentary relations, create an effective external parliamentary channel and further boost the development of people-to-people relations.
For their part, the ambassadors and consuls general promised to do their best to further contribute to national industrialisation and modernisation.
Delegation discusses upcoming activities in publicity, training
A delegation of the Central Party Committee's Commission of Publicity and Education worked with their Laos counterpart yesterday to discuss upcoming activities.
The two sides exchanged views on a competition about the history of the Viet Nam-Lao relationship to welcome the 50th anniversary of the establishment of bilateral relations and the 35th anniversary of the friendship and co-operation treaty.
They agreed on the format of the contest, which will include multiple choice and written tests to highlight the special relationship between the two countries, high-ranking leaders and peoples.
The contest is expected to be a good way to boost the traditional relations between the two countries.
