Vietnam, Venezuela step up defence ties

Major General Ngo Minh Tien, Deputy Chief of the General Staff of the Vietnam People’s Army (VPA) has called on the Vietnamese and Venezuelan armies to exchange delegations and experience in Party-building and political and logistics work. 

He made the appeal while hosting a reception for a delegation of Venezuela’s Strategic Command Operations of the Bolivarian National Armed Forces led by Lieut. Gen. Omar Alexis Montes Meza, head of the operation division, in Hanoi on May 29. 

Tien stressed that Vietnam remembers the support of Venezuelan people during the country’s struggle for national liberation and reunification. 

He highlighted consolidated ties between the two countries’ armies in recent days, especially the Venezuelan Defence Ministry’s dispatch of high-ranking defence researchers to Vietnam and its opening of a defence attaché office in Hanoi in August 2017. 

For his part, Omar Alexis Montes Meza said the visit offers an opportunity for Venezuelan officers to learn from the VPA’s experience in logistics services and other areas, thus enhancing friendship between the two countries’ people and armies.

Vietnam wishes to bolster investment cooperation with Hungary

Vietnam and Hungary’s investment partnership has yet to match the two countries’ sound political and economic relations and potential, stated Nguyen Van Binh, head of the Communist Party of Vietnam (CPV) Central Committee’s Economic Commission.

Binh, who is also Politburo member and Secretary of the CPV Central Committee, made the comment while meeting Varga Mihály, First Deputy Prime Minister and Minister of Finance; Hiller Istvan, Deputy Speaker of Hungary’s National Assembly and head of the national board of the Hungarian Socialist Party; and Nemeth Zsolt, head of the Hungarian National Assembly’s Committee on Foreign Affairs, head of the ruling Fidesz Party’s Committee on Foreign Affairs. 

The Vietnamese official, who led a CPV delegation to visit Hungary from May 27-29, said that Hungary ranks 14th among EU partners of Vietnam in terms of investment.

He suggested the two sides promote the operation of the bilateral Joint Committee on economic cooperation, while improving their investment environments and policies and creating favourable conditions for businesses of both sides to seek partnerships.

The two sides should focus on areas of Vietnam’s demand and Hungary’s strength such as health care, State management, IT, pharmaceutical and food safety, he proposed.

Binh lauded the construction of the Hungary-funded Can Tho Tumour Hospital. He affirmed the determination of the two governments to coordinate in implementing cooperation projects using Hungarian preferential loans worth 440 million EUR.

He expressed his pleasure at growing economic ties between the two countries, with 2017 trade revenue reaching 354.3 million USD, up 33.13 percent year on year. In the first three months of 2018, import-export revenue between the two countries surged nearly 51 percent from the same period last year to 115 million USD.

Vietnam appreciates Hungary’s increasing of scholarships for Vietnamese students to 200 each year, he said, thanking the Hungarian side for supporting the Vietnamese community in the country.

Meanwhile, Zsolt spoke highly of the role of the CPV in national development and defence. He affirmed the partnership between the two parties is significant in fostering ties between the two countries.

The Hungarian side pledged to continue creating optimal conditions for the growth of Hungary-Vietnam ties.

In the meeting, the two sides highlighted that economic-finance cooperation is a prioritised pillar in bilateral partnership. The Hungarian side hoped to expand direct investment, business links and technology transfer in Vietnam in areas of Hungary’s strength such as pharmaceuticals, medical equipment, information technology, cyber security, water resources management and agriculture.

Hungary also committed to continue backing Vietnam-EU relations, including the implementation of a free trade agreement between the two sides.

Meanwhile, Vietnam is ready to assist Hungary to strengthen cooperation with ASEAN and its member countries.

Regulation outlines responsibilities of anti-corruption inspectors

Permanent member of the Secretariat of the Communist Party of Vietnam Central Committee Tran Quoc Vuong has signed to promulgate the Politburo’s Regulation No.1 outlining responsibilities and jurisdictions of inspection commissions from district-level and higher in combating and preventing corruption.

According to the regulation, any Party member who commits wrongdoings and is involved in corruption will be reviewed, questioned and punished in accordance with the Party code and existing laws, no matter what their position is.

There is no forbidden zone in the fight against corruption.

Party members and organisations that were deemed to have condoned, covered up, obstructed or illicitly interfered with the investigation of corruption cases will be strictly dealt with.

The inspection commissions are asked to ensure transparency and verification of asset disclosure of Party members, with inspection results being public on mass media. 

Increased surveillance will be exercised over Party members whose assets and income are questioned by the public, the regulation reads.

The commissions now have the rights to demand Party members not to leave the country or if necessary, ask concerned authorities to reinforce temporary travel bans against Party members stained with corruption allegations who showed hints of attempting to flee the country.

They can also inquire law enforcement authorities to carry out asset distraints, asset freezing and other necessary measures as prescribed by the law in case the Party members under investigation tries to disperse or hide their assets.

Party members involved in corruption, but not yet admissible to criminal punishments, could face administrative fines, demotion or being moved to other positions.

Vietnamese Ambassador to Monaco Nguyen Thiep has presented his credentials to Prince of Monaco Albert II, who expressed his joy at the recent fruitful development of the relations between the two countries.

During a meeting on May 28, Prince Albert II expressed his admiration for Vietnam’s struggle for national independence as well as rapid and impressive development in the Doi moi (renewal) process. 

He said that the two countries share interests in many issues, especially ocean, environmental protection and sustainable development. 

Ambassador Thiep conveyed regards of President Tran Dai Quang and other leaders of Vietnam to the Prince.

Vietnam is looking forward to welcoming the Prince on his first official visit to Vietnam scheduled for this November, Thiep said, adding this will mark a new stage of development in the bilateral relations and help promote cooperation between the two sides’ business communities.

Prince Albert II wished the Vietnamese diplomat fulfill his duties during his tenure, thus contributing to expanding cooperation between the two countries.

Deputy PM okays plan to restructure industrial sector

Deputy Prime Minister Trinh Dinh Dung has signed a decision approving the restructuring plan for the industrial sector in 2018-2020, with consideration for 2025.

The plan aims to realise Resolution No.24/2016/QH14 on economic reshuffle in 2016-2020 adopted at the second session of the 14th National Assembly. 

The plan sets the goal to raise the proportion of industry and construction in the gross domestic product (GDP) to 30-35 percent by 2020. The proportion should be kept above 35 percent in the following years up to 2025.  

The ratio of manufactured and processed goods in the total export turnover is projected to be between 85-90 percent by 2020 and above 85 percent in the next five years. 

Labour in the industry and construction field is expected to account for 25-30 percent of the total workforce. 

The annual average productivity growth rate in industry will be higher than 5.5 percent by 2020 and from 6-7 percent in the period to 2025, while the gap in industrial competitiveness index with ASEAN-4 nations (Singapore, Malaysia, Thailand and the Philippines) will be narrowed. 

The manufacturing value added (MVA) average growth is hoped to stand at 8-10 percent by 2020. 

The restructuring plan aims to increase productivity, quality and added value of many industries by the application of advanced production organisation, high technologies and technologies of the 4.0 Industrial Revolution in combination with environmental protection and response to climate change. 

The plan will promote the economical and effective use of natural resources and energy in industrial production, implement a roadmap to replace outdated machineries and equipment and close down polluting factories. 

Another target is to build and upgrade value chains for a number of industries such as garment-textile, footwear, chemicals, food and electronics in order for them to join the global production network.. 

It looks to develop the domestic steel industry, enhance the efficiency of the mining sector, especially for coal, oil and gas industries.

Large-scale businesses are also encouraged to engage in the automobile industry. 
Attention will be paid to developing the support industry in electronics, mechanics, garment-textile, and footwear.

Priority will be given to the processing industry for agro-farm produce and aquatic products, especially those have competitive edge.

Attracting investment in clean energy, renewable energy and new energy to ensure the national energy security, green growth targets, and mitigation of climate change impacts, is also one of the goals of the restructuring plan.

Opinion divided on feasibility of internet security law

National Assembly (NA) deputies have raised concerns over the risk of an information access barrier to Vietnamese citizens and companies posed by the draft law on internet security.

The draft law insists on foreign service providers storing customers’ information in local servers.

On Tuesday morning, NA members gathered in the main hall to discuss for the second time the draft law prepared by the Ministry of Public Security, which is meant to ensure national security in the age of the internet.

Deputy Phạm Thị Thanh Thúy from Thanh Hóa Province opposed Article 26 of the law. It requires that all local and foreign organisations and companies, which provide internet services or own an information network in Việt Nam, must set up a representative office in the country and store their customers’ personal data as well as important data related to national security in local servers.

Thúy called for reconsideration of this regulation. Data servers of many popular internet services are located overseas, she said, adding that the world now increasingly relies on cloud server, or virtual server, to store data instead of a physical server like earlier.  

“Such requirement is hardly feasible and will create problems for the Vietnamese people to access information on the internet (if service providers fail to comply to the law),” she said.

Phú Thọ Province deputy Cao Đình Thưởng said it would be good if the law could make foreign businesses store data in local servers, but questioned the consequences if those companies, for example, the two giants---Facebook and Google---refused to do so.

“What is our solution? Will we ask them to stop providing the service?” he asked.

Nghệ An Province deputy Nguyễn Hữu Cầu, who is also the director of the provincial police department, defended the regulation regarding the establishment of a representative office. He cited Facebook, which had so far set up some 70 offices in other countries, to imply that the company could open a new office in Việt Nam.

The regulation, according to him, was “reasonable and practical”.

WB ready to help Vietnam develop transport infrastructure

The World Bank (WB) is ready to assist Vietnam in developing infrastructure system, especially transport infrastructure, WB Country Director for Vietnam Ousmane Dione told Deputy Prime Minister Trinh Dinh Dung.

At their meeting in Hanoi on May 29, Deputy PM Dung and officials of the Ministry of Transport and relevant ministries and agencies, and WB experts discussed solutions to mobilise resources for and effectively implement projects to develop infrastructure, especially transport infrastructure.

Deputy PM Dung highly evaluated the WB’s support for Vietnam in infrastructure and socio-economic development, which has created firm prerequisites for sustainable development.

The Deputy PM also appreciated the WB’s proposals which were based on leading specialists’ studies. He noted that transport infrastructure in Vietnam has developed strongly but still has many shortcomings, including a lack of synchronous and high-quality infrastructure, and lax connectivity and unsuitable structure of means of transport.

Expressing the WB’s readiness to support the country, Ousmane Dione said the WB can help the Vietnamese Government design a reasonable mechanism for risk allocation in the implementation of infrastructure projects. 

The WB can also assist Vietnam in preparing projects, mobilise official development assistance for some sections of the North-South expressway, and attract private capital under the form of public-private partnership (PPP).

Deputy PM Dung shared WB specialists’ view on the need for the State to share investment risks so that businesses can focus on improving project quality and investment effectiveness.

He asked the WB to continue considering inland waterway transport, particularly in the Mekong Delta, and rail transport in Vietnam, including helping the country to prepare for a North-South express train project.

Regarding the WB’s proposed technical support for some projects, he said with its experience, the WB will surely help Vietnam promote investment quality and effectiveness.

Party ties important to Vietnam, China

Secretary of the Communist Party of Vietnam Central Committee Nguyen Xuan Thang delivers a speech at a seminar on Karl Marx’s ideology in the 21st Century and the future of socialism in the world in China. 



Secretary of the Communist Party of Vietnam Central Committee Nguyen Xuan Thang was hosted by Chen Xi, Politburo member and Secretary of the Communist Party of China (CPC) and Head of the CPC Central Committee’s Organisation Department in Beijing on May 29.

Speaking at the meeting, Chen, also President of the Central Party School, expressed his delight at the strong development of the Vietnam-China relations in recent years.

The Party and Government of China attach great importance to the ties with Vietnam and want to work with the Party, State and people of Vietnam to further consolidate and expand the partnership between the two Parties and States, he said.

He expected the two sides will continue increasing exchange of high-level visits, reinforcing political trust and fostering cooperation in multiple fields, people-to-people exchange and ties between the two Parties in the time ahead.

Thang, for his part, congratulated China on the success of the 19th CPC National Congress in 2017 and voiced his belief that under the leadership of the CPC and General Secretary Xi Jinping, the people of China will inevitably accomplish goals and tasks set forth by the congress.

He highly spoke of the progress seen in the relations between the two Parties and States in recent times, saying the Party, Government and people of Vietnam always treasure and wish to develop a comprehensive strategic cooperative partnership with China.

He expected the two sides will continue well implementing agreements and common perceptions reached by the two countries’ top leaders and enhance the effectiveness of their cooperation in all fields.

Thang, who is also Chairman of the Central Theoretical Council and Director of the Ho Chi Minh National Academy of Politics, has been on a visit to China.

He has joined representatives from 62 communist, workers and left-wing parties of other countries in a seminar on Karl Marx’s ideology in the 21st Century and the future of socialism in the world.

He has met with Huang Kunming, head of the Publicity Department of the CPC Central Committee; Xie Chuntao, Vice President of the Central Party School to learn about the key contents of the 19th CPC National Congress. 

Vietnamese and Chinese young officers hold exchange

A delegation of young officers from the Vietnam People’s Army, led by Head of the Military Youth Committee of the General Department of Politics Dinh Quoc Hung, met with their Chinese peers in Beijing from May 27 to June 2.

The Quan doi Nhan dan (People’s Army) newspaper of the Vietnam People’s Army reported that the Vietnamese delegation was welcomed by Chen Pei Ling, deputy head of the Asian department under the Chinese Central Military Commission’s Office for International Military Cooperation, on May 28.

Chen expressed his belief that the delegation’s visit will help consolidate the sound friendship between the two armies.

Exchanges between young officers are significant to promoting bilateral ties, he said, noting that though the two armies have enjoyed fruitful cooperation, both sides need to hold more exchanges to enhance ties.

Hung, for his part, said the exchange is a regular activity between the two armies, serving to enhance the Vietnam-China traditional friendship and comprehensive strategic cooperative partnership.

During their stay, the delegation visited the 3rd Guard Division in Beijing and the Chinese military museum.
