Vietnam, DPRK foster legislative cooperation
A National Assembly delegation led by Vice Chairman Huynh Ngoc Son visited the Democratic People’s Republic of Korea (DPRK) to foster partnerships between the two legislative bodies.
On July 7, Son held talks with a delegation from the DPRK’s Supreme People’s Assembly led by Vice Chairman Ahn Dong-chun, during which both sides expressed their delight at the growing traditional friendship and cooperation between the two countries, the Quan doi Nhan dan reported.
They pledged to work closely to reinforce and promote the ties in the future.
The two sides briefed each other on the realities in their respective countries, discussed measures to bolster partnerships and shared views on issues of mutual concern.
The same day, Son and the Vietnamese delegation paid tribute to late DPRK Presidents Kim Il-sung and Kim Jong-il in Mansudae Hill. They also visited and presented equipment to the Vietnamese language faculty at the Pyongyang University of Foreign Studies.
On June 6, Chairman of the DPRK Supreme People’s Assembly Choe Thae-bok also hosted a reception for the Vietnamese delegation.
NA Judicial Committee gathers in Hanoi
The National Assembly’s Judicial Committee gathered in Hanoi on July 7 to prepare for the upcoming 39th session of the NA Standing Committee.
The meeting considered the Supreme People’s Procuracy’s report on allowance policies for leadership and management positions as well as salaries and uniforms for officials, adding staff to the sector and setting up new People’s Procuracy bodies at district levels.
The committee proposed maintaining allowance policies for lead posts in accordance with Resolution 370 while keeping the number of procurators and investigators at the Supreme People’s Procuracy and assigning the Chief Procurator to decide the quantity of procurators, investigators and staff at other high-level People’s Procuracies.
The majority of the committee members agreed on the Supreme People’s Procuracy report to establish five courts at the district level, namely in H’Drai district in Kon Tum province, Phu Rieng district in Binh Phuoc, Duyen Hai town in Tra Vinh, Ky Anh town in Ha Tinh and Long My district in Hau Giang.
Top legislator meets with voters in Ha Tinh
National Assembly Chairman Nguyen Sinh Hung asked authorities of Ky Anh town in central Ha Tinh province to include employment and vocational training in the locality’s socio-economic development while meeting with local voters on July 7.
Priority should be given to new-style rural area building, he said, as it will help ensure livelihoods and increase local income.
Responding to voters’ queries on nation-building and safeguarding policies, the top legislator affirmed the resolved will and spirit of the Party, State and people to protect national sovereignty and maintain peace.
As an active and responsible member of the United Nations, Vietnam continually wishes to expand its relations with other countries around the world for the purpose of maintaining peace in the nation, region and world, he added.
Regarding important contents of the recently-finished ninth session of the 13th National Assembly, he said that the legislature will prioritise improving the legal system in line with the 2013 Constitution.
He expressed his hope that voters in Ky Anh would join others nationwide to contribute their opinions and proposals to revised draft laws in order to promote the efficiency of laws in daily life.
Located in south Ha Tinh, Ky Anh town has risen to become one of the key economic centres of the province and the northern central region with the Vung Ang Economic Zone.
Local voters asked for the acceleration of construction on infrastructure development projects, especially those involving transport around the Vung Ang economic zone.
They also suggested the National Assembly pay attention to policies that serve marine economic development and support fishermen, as well as measures to respond to climate change and salt water intrusion.
President inspects socio-economic situation in Thai Nguyen province
State President Truong Tan Sang made a fact-finding tour to the northern province of Thai Nguyen on July 6-7 to examine the local social-economic situation.
He commended the province on keeping up its achievements in the field of agriculture such as building trade marks for some local farm produce, adding that Thai Nguyen should seize the chances offered by the increasing flow of investment into agriculture at present.
The President also recognised the local efforts in land management, environmental pollution mitigation, and investment attraction.
He said Thai Nguyen, which was the main revolutionary base during the resistance war, has advantages to promote tourism and develop a major education-training centre in the northern region.
The provincial authorities proposed that the government assists the province in infrastructure, particularly transport, to help it grow into an economic hub of the northern region.
During his working tour, the State leader inspected the implementation progress of an investment project by Samsung group in Thai Nguyen. The Samsung factory in Thai Nguyen employs 57,000 workers and produced more than 10 million mobile phone parts in the first six months of the year, earning 6.2 billion USD from exports.
On the occasion, President Sang presented the Friendship Order to CEO of the Samsung Electronics Vietnam Thai Nguyen (SEVT) Yoo Young Bok in recognition of his contributions to the friendship between Vietnam and the Republic of Korea.
Politburo member Le Hong Anh works with Bac Giang and Bac Ninh leaders
Politburo member Le Hong Anh heard reports on Bac Giang and Bac Ninh’s outstanding socio-economic achievements during his working sessions with key leaders of the two provinces on July 7.
Politburo member Anh, who is also permanent member of the Party Central Committee’s Secretariat, congratulated and praised the socio-economic performance of Bac Giang and Bac Ninh over the past few years.
Despite advantages in geographical position and natural conditions, Bac Giang is still a poor province with modest economic growth and low labour productivity, Anh noted, suggesting the province review its planning and mobilise resources to develop infrastructure, industry, services and farming products, aiming to reduce the poverty rate and develop the local economy in a sustainable manner.
Meeting with Bac Ninh leaders, Politburo member Anh pointed out the province’s limitations and shortcomings, while stressing that Bac Ninh establish a Steering Committee to properly address locals’ proposals and complaints.
The standing member of the PCC Secretariat also asked the two provinces to focus on organising Party congresses at all levels, creating consensus among the local Party and people.
* On the same day, Deputy Prime Minister Nguyen Xuan Phuc met with leaders of Ho Chi Minh City and its agencies to guide the resolution of complicated cases of complaints relating to land and asset disputes.
After hearing specific reports on the cases, the deputy PM insisted that these cases must be solved on the basis of ensuring the legitimate interests of relevant people and organisations, in line with the context of each case and legal regulations.
He urged HCMC’s ministries and agencies to work together to definitively settle cases of complaints across the locality to prevent prolonged complaints that adversely affect the city’s social security and order, especially as the city is organising all-level Party congresses towards the 10th municipal Party Congress.
Vietnam Fatherland Front promotes operational restructuring
The Vietnam Fatherland Front (VFF) continues upholding innovation of its operations at all levels in the time to come to meet the requirements of the Front work in the new period, heard a conference in Hanoi on July 7, gathering leaders of VFF committees in 63 cities and provinces nationwide.
Speaking at the opening, Politburo member and President of the VFF Central Committee Nguyen Thien Nhan said that the conference aims to evaluate VFF operations over the last six months of 2015 and map out direction for the remaining months.
The VFF Central Committee has finalised documents and formed advisory councils, while co-ordinating and implementing its role in supervision and social criticism. Over the last year, the VFF Central Committee has signed eight co-ordinated monitoring programmes at the central level with relevant mass organisations and agencies, VFF President Nhan stated.
Reports on the results of the Front’s operations during the first half showed that major policies on programme renewal set by the VFF have been thoroughly implemented by VFF at all levels and member organisations, creating a strong consensus on objectives and principle of action in the whole system, while laying an important basis for the implementation of tasks set by the Front in during its current tenure.
For the second half of this year, the Front has set a target to continue improving the efficiency of communication campaigns to gather people and consolidate the great national unity bloc, while promoting its role of representing and protecting the rights and legal interests of the people, of monitoring and social debate, as well as participating in Party building work and governmental construction.
VFF President Nhan urged participants at the conference to discuss and give opinions on the VFF operational restructuring on ethnic and religious work, and implementation of the movement on building cultural life in residential areas. Comments and suggestions from leaders of local VFF committees was important for the Presidium of the VFF Central Committee to define views and tasks, as well as specific renewal solutions, Nhan stressed.
Delegates at the conference said that the innovative solutions were to mobilise resources in the people to effectively implement movements and campaigns launched by the VFF, particularly the national target programme for building new-style rural areas and civilised urban areas, and sustainable poverty reduction during the 2015-2020 period and the following years.
The innovation would help reduce duplicate deployment content and ease pressure for local VFF members, in addition to clarifying the functions and tasks of the VFF and other socio-political organisations, and set out the basic objectives and evaluation framework criteria for VFF campaign implementation in accordance with each region and locality.
