Candidates subject to the vote of confidence are those who hold leading and managerial positions in government bodies. Officials waiting to retire or be elected in the year of voting are not required to obtain votes of confidence.

The National Assembly (NA) will be responsible for holding a confidence vote for positions such as president, prime minister, NA chair, chief justice of the Supreme People’s Court, general director of the Supreme People’s Procuracy, vice president, vice NA chair, standing members of the NA and auditor general.

Positions such as deputy prime ministers, ministers, and heads of ministerial-level agencies will be appointed by the NA.

Provincial People’s Councils will be in charge of holding a confidence vote for the chair, vice chair, and department heads of People’s Councils, and the chair, vice chair and members of People’s Committees.

The voting will be held via a three-rating ballot: high confidence, confidence and low confidence.

The draft will be introduced before the NA meeting slated for this May.
