
Prime Minister Pham Minh Chinh recently chaired a government meeting focused on legal construction for March, discussing and reviewing four draft laws and proposals.
These include the revised Atomic Energy Law, the Law on Science, Technology and Innovation, the Law on Efficient and Economical Use of Energy, and the proposed revision of the Enterprise Law.
Prioritizing legal reform as a development investment
The Prime Minister emphasized that investment in institutional reform is an investment in development, calling it the "breakthrough of breakthroughs."
However, he acknowledged that institutional reform remains a major bottleneck and stressed that prioritizing legal frameworks is essential in the current context.
He urged continued innovation in thinking and approach, with practical and realistic legal frameworks that ensure high feasibility and long-term stability, while also addressing urgent and immediate needs.
Ministers and heads of government agencies must take personal responsibility for legal reform, dedicating time, resources, and intelligence to this task.
The Prime Minister also called for prioritizing technology application, digital transformation, and AI integration to enhance the efficiency of institutional and legal work.
Ensuring high-quality legislative proposals
The Prime Minister instructed that all legislative proposals must fully reflect the Party and State's policies, the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat.
The legislative process should be efficient and clear about the content to be eliminated, inherited, amended, and supplemented.
Administrative procedures should be reduced by at least 30%, and any issues related to decentralization, authority, or conflicting opinions must be clearly addressed and resolved.
The Prime Minister emphasized abandoning the mindset of prohibiting what cannot be managed, instead setting legal frameworks with principles, standards, and criteria, only regulating matters under the jurisdiction of the National Assembly.
Enhancing local autonomy and responsibility
He also stressed the need to maximize decentralization and empowerment to localities, coupled with appropriate resource allocation and improved implementation capacity.
This aligns with the principle of "local decision, local action, local accountability", fostering proactivity and creativity at all levels while reducing centralization.
To ensure efficiency, work distribution must follow the principle of "Five Clarities": clarity in responsibility, tasks, timelines, accountability, and outcomes.
Urgent tasks and upcoming legislative sessions
Prime Minister Chinh directed the Ministry of Justice to promptly submit a decree detailing the implementation of certain provisions of the Law on Promulgation of Legal Documents.
He also emphasized the need to urgently complete and present laws and resolutions to the National Assembly, ensuring they are timely and of high quality.
At the upcoming ninth session of the National Assembly, the government plans to present around 30 draft laws and resolutions for consideration and approval.
