This is an ambitious goal, said Vice Chairman of the Government Office Le Manh Ha.
Ha, who is also Permanent Deputy Chairman of the Steering Committee for Enterprise Innovation and Development highlighted that the resolution includes key principles, namely businesses are the subjects of public services, all businesses are treated equally, and economic and civil relations are not criminalized.
For the first time, the resolution affirmed that private businesses are the driving force of national economic development, he added.
The resolution figures out five groups of tasks and measures, including administrative reform, building an environment conducive to start-ups and innovation, ensuring right to doing business and right to equally access resources and business opportunities, reducing costs, and protecting legitimate rights and interests of enterprises.
The Government tasked inferior levels to assess unofficial costs paid by enterprises and local authorities to hold dialogues with enterprises at least twice a year, according to the resolution.
The resolution requires that competent agencies must publicize outcomes of handling enterprises’ recommendations.
Under the resolution, the Government will review road transport fees, including build-operation-transfer projects for necessary adjustments to help businesses cut down on costs.
Deputy Minister of Planning and Investment Dang Huy Dong said transport fees must be examined officially and made public immediately.
