The PM has amended the pilot program to choose 600 young well-trained people to appoint as vice chairs of poor communes.

Accordingly, the government will recruit and appoint 600 young well-trained people as vice chairs of communes in 62 poorest districts in Vietnam from April 2011 through December 2012.

This project will be supervised and evaluated from 2013 to June 2017. The project management board will make a review and summary of the project implementation to submit to the PM in June 2017, three years shorter than the previous schedule.

Under the PM’s new decision, the total funding for this project will increase from over VND194 billion ($9.5 million) to nearly VND200 billion (nearly $10 million). The funding will be allocated on annual basis. 

According to the previous plan, the program would be carried out on a trial basis in the five provinces of Cao Bang, Dien Bien in the north, Nghe An and Quang Ngai in the central region and Kon Tum in the central highlands from 2011 to 2015, with 100 young intellectuals, who would be appointed as vice chairs of 100 communes. The pilot project would be reviewed in 2020. 

This project has been welcomed by many young intellectuals, including those who have stable jobs. The project manager, Vu Dang Minh from the Ministry of Home Affairs, said that the project management board receives tens of applications a day, not including applications submitted at Departments of Home Affairs in related provinces.
