VietNamNet Bridge – Top lawmakers have agreed that this year they would speed up the issuance of documents guiding the implementation of laws and decrees.

 Many laws and decrees were so general that additional documents had to be issued explaining how to implement them in practical terms, Chairwoman of the NA Committee for Social Affairs Truong Thi Mai said at the working day of the National Assembly (NA)'s Standing Committee in Ha Noi yesterday, April 15.

"However, those documents have often failed to be issued by the deadline, causing problems for law enforcement," Mai said.

NA Chairman Nguyen Sinh Hung agreed, urging relevant units to address whatever factors were delaying the issuance of these documents.

The NA Law Committee suggested adding nine more laws into this year's programme, including the Law on Employment, the revised Law on Bidding and the Law on Public Investment.

The lawmakers also suggested adding to the agenda discussions of the amendments to the Law on People's Army Officers and the revised Law on the Viet Nam People's Police. This would ensure these laws matche the contents of the amended 1992 Constitution, which is expected to be approved by the end of this year.

Hung asked for the two laws and the Constitution to be implemented synchronously.

Meanwhile, the Standing Committee added 37 law projects to its discussion agenda for 2014 and will prepare 21 projects for the following year.

In 2014, they will prioritise revising laws on the State's organisational structure and citizens' basic rights and obligations.

"We will only put on the agenda laws that are really necessary and urgent," said Hung, "They must be well-prepared and of high quality."

Nguyen Van Giau, chairman of the NA Economic Committee, said that in 2014, lawmakers should also focus on economic restructuring legislation – such as the revised Law on Construction, revised Law on Investment and revised Law on Enterprises.

Nguyen Kim Khoa, chairman of the NA Committee for National Defence and Security, asked for the Law on Identity to be added to the 2014 agenda so that the country could better manage its residents as other countries were already doing around the world.
