The central province of Ha Tinh is home to 32 ethnic minorities with a total of 650 households (more than 2,500 people). The largest ethnic group is Man with 154 households/455 people, Laos with 153 households/551 people, Muong with 152 households/nearly 600 people, Nung 57 households/239 people, and Chut 44 households/156 people. Most of the ethnic minority groups live mainly in the Vietnam-Laos border area.

On December 8, Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh and Director of the Department of Foreign Affairs Thai Phuc Son chaired a conference summarizing foreign affairs and border work, mobilizing non-refundable aid in 2023, and implementing mission in 2024.

Regarding investment promotion, in 2023, the province organized working sessions with many embassies and international organizations in Vietnam and participated in international forums held by the Ministry of Foreign Affairs and Vietnamese representative agencies abroad.

The province also organized delegations to promote investment abroad, provided documents on potentials, advantages, projects calling for investment, and the situation of attracting investment into Ha Tinh province for investors.

Currently, 8 non-governmental organizations and 7 international organizations are implementing 21 programs and projects in Ha Tinh, with an estimated disbursement value of 1 million USD in 2023. These projects were evaluated as effective and contributed positively to poverty reduction and socio-economic development in the province.

In the coming time, it is forecast that the world and regional situation will continue to become complicated, so Ha Tinh will continue to promote effective implementation of the policies and guidelines of the Party and State; strengthen the management of outgoing and incoming delegations, and border management; timely and effectively deploy tasks related to citizen protection, foreign information and overseas Vietnamese.

The province will strengthen information and propaganda work to promote its image and development potential to investors, domestic and foreign economic corporations, and international friends; innovate and improve the effectiveness of economic diplomacy and investment promotion; improve the capacity of local businesses to promote cooperation with foreign businesses; strengthen and improve the effectiveness of people's foreign affairs...

Speaking at the conference, Standing Vice Chairman of Ha Tinh Province - Nguyen Hong Linh emphasized that in the spirit of overcoming difficulties and promoting achieved results, agencies at all levels need to implement effectively the foreign policy orientation under the Resolution of the 13th Party Congress and the 19th Provincial Party Congress as well as the orientation set at the 32nd Diplomatic Conference and 21st Foreign Affairs Conference.

Besides, Ha Tinh should continue to maintain and develop cooperative relationships with provinces of Laos, focusing more on socio-economic development cooperation; strengthen cooperation with provinces that share Road 8 and Road 12 of the three countries of Vietnam - Laos – Thailand; implement comprehensive cooperation in all fields, bring bilateral relations with partners into depth, practicality, and effectiveness, focusing on economic diplomacy; continue to implement the signed memorandums of understanding with partners from other countries; seek to establish new friendly and cooperative relationships with provinces and cities that have potential, strengths and similarities with Ha Tinh province.

In addition, he urged Ha Tinh authorities to improve relationships with embassies of other countries and international organizations, thereby promoting its image and potential to attract more investment and support from foreign organizations and individuals; well implement the programs and projects funded by ODA sources and capital from non-governmental organizations that have been and are being implemented in the area; strengthen advice on the management of outgoing and incoming delegations, the signing of international agreements, international conferences and seminars; handle well issues involving foreign elements occurring in the area to ensure compliance with regulations;

Implement well activities on borders, seas and islands, contributing to maintaining the security - political situation and economic development in border areas; citizen protection work; work with overseas Vietnamese, and in the immediate future, advising on organizing meetings with overseas Vietnamese on the occasion of the Lunar New Year 2024.
