The committee has instructed the Department of Planning and Investment to coordinate with the investors and guide them through the legal procedures for ceasing project activities.

The project, approved in 2018, was a joint venture between United Expert Investments (China) and Au Viet Resources and Environment JSC. It featured advanced European technologies, including a patented incinerator system by Belgium-based Waterleau.

With an investment of $45 million, the plant was designed to process 500 tons of unsorted household waste daily and generate 9-10 MW of electricity. It required a land area of 10.41 hectares, which included 82,635 square meters of agricultural land owned by 89 households, as well as public, transportation, and irrigation land managed by the Luong Dien Commune People's Committee.

The project aimed to address waste management challenges in Cam Giang District and surrounding areas.

Despite its potential, the project faced significant local opposition during the land acquisition phase. In 2019, provincial leaders agreed to temporarily suspend the project to conduct surveys and identify a more suitable location.

Subsequent surveys in 2019 and 2021 led to Hai Duong’s approval for the project to be relocated to the waste treatment complex in Viet Hong Commune (now Cam Viet Commune), Thanh Ha District.
