
On the morning of January 15, the Hai Phong People’s Committee held groundbreaking ceremonies for three key industrial parks. These major projects are expected to open up new development corridors in the southern part of the city following recent administrative restructuring.
This series of groundbreaking events underscores Hai Phong’s vision to evolve into a modern, civilized industrial hub of regional stature and represents a concrete step toward realizing that ambition.
The most prominent among the newly launched projects is the Tien Lang 1 Industrial Park, developed by Asia-Pacific Sustainable Green Development JSC. Located in Hung Thang commune, the park spans 596.78 hectares and carries a total investment of approximately USD 537 million. It is designed as an ecological, high-tech industrial park.
Tien Lang 1 boasts a strategic location with excellent transport connectivity and is carefully master-planned to attract high-quality foreign direct investment. The park is projected to serve as a fresh growth engine for Hai Phong's economy during the 2026–2030 period.
Simultaneously, construction began on Phase 1 of the Vinh Quang Industrial Park in Vinh Bao and Vinh Hai communes. Developed by IDICO Vinh Quang JSC, this 226.01-hectare project has an estimated investment of USD 146 million. It is seen as a transformative project, expected to shift the region’s economic structure from agriculture to industry and services.
Focused on clean, low-emission industries, the Vinh Quang IP is projected to generate annual revenues of around USD 316 million and contribute roughly USD 49 million to the state budget. Once operational, it is expected to create approximately 9,500 jobs, significantly boosting local incomes and quality of life.
The third project, the Tien Lang Airport Industrial Park – Zone B, located in Chan Hung commune and developed by C.E.O Industrial Park Development JSC, was also launched on the same day. Adjacent to the planned Tien Lang International Airport, this project spans 186.49 hectares and carries an investment of over USD 93 million.
Planned as a modern industrial-urban-service complex, this IP is strategically positioned to capture the future growth of airport logistics and maritime trade. It also sets the foundation for establishing a new-generation free trade zone, aligned with the Government’s Resolution 108.
Speaking at the ceremonies, Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the Hai Phong People’s Committee, emphasized the city's strong economic stature as Vietnam’s third-largest economy and a major seaport hub. The simultaneous launch of three major industrial parks in early 2026, he noted, reflects Hai Phong’s high political determination to expand its industrial development space.
He also praised the exceptional efforts of local authorities, departments, and investors in swiftly completing all legal procedures, acknowledging the vital support of national ministries, particularly the Ministry of Agriculture and Environment and the Ministry of Construction. The Chairman cited the government’s rallying call to “work through the day, extend into the night, and make use of holidays” to ensure the projects were ready for groundbreaking.
Looking ahead, he expressed full confidence that the projects would stay on schedule and serve as model green, ecological industrial zones.
“These are breakthrough projects that will unlock new economic spaces for a future Hai Phong,” he affirmed.
Addressing both domestic and international business communities, Chairman Le Ngoc Chau added: “We invite all investors to trust in Hai Phong as a land of opportunity. We welcome expanded investments and encourage you to introduce strategic partners to our city, so that together we can realize the vision of building a sustainable, civilized industrial Hai Phong.”
