In accordance with Resolution No. 17/2025/NQ-HDND issued on July 9, 2025, by the Hanoi People’s Council - defining the strategy to attract strategic investors and aligning with relevant legal regulations - the Hanoi People’s Committee has tasked the Department of Finance with leading the review and development of a project list specifically aimed at attracting strategic investors, pursuant to the Capital Law and the provisions of the resolution.

The department is also assigned to develop procedures, templates for public information disclosure, and processes for selecting strategic investors. It will establish mechanisms for monitoring and evaluating the effectiveness of investor commitments. The city intends to implement substantial incentives for projects involving research and development (R&D), technology transfer, and high-tech workforce training.

The Management Board of the city’s high-tech parks and industrial zones has been assigned to spearhead efforts to attract strategic investors to these locations. This includes publicly releasing a list of prioritized projects, setting capacity and experience requirements, and defining the eligibility conditions for strategic investors. The board will be responsible for receiving applications, conducting evaluations, selecting investors, and processing investment procedures.

The Hanoi Tax Department will guide and implement tax incentives for strategic investors, oversee compliance, and resolve any policy issues.

Meanwhile, Customs Sub-Department Area I will provide preferential customs procedures for strategic investment projects in accordance with the Capital Law. The goal is to facilitate fast and transparent customs clearance.

Relevant departments, sectors, and ward-level People’s Committees are directed to review and propose investment projects in prioritized sectors under Resolution 17/2025/NQ-HDND. They are also tasked with participating in related responsibilities such as investment promotion, project implementation, and post-investment management of strategic investor projects.
