After completing all required formalities, the Red River Scenic Boulevard Investment Project was officially launched on December 20 by a consortium of developers including Dai Quang Minh, Van Phu, MIK Group, THACO, T&T Group, and Hoa Phat.

With a total projected investment of approximately USD 35.2 billion, this is one of 234 major projects simultaneously initiated across 34 provinces and cities, in celebration of the upcoming 14th National Party Congress.

An ambitious public-private partnership for Hanoi’s future

Planned under a public-private partnership (PPP) model, the Red River Scenic Boulevard project spans 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge, across 19 wards and communes of Hanoi.

It includes an 80km scenic traffic axis, 3,300 hectares of parks and recreation zones, and 2,100 hectares of cleared land for urban redevelopment and resettlement.

The project is subdivided into four independent subprojects, each with a specific focus.

Subproject 1: The left-bank scenic boulevard

This section will run through Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang.

Key components include the Ta Hong Boulevard, designed with 4 to 10 lanes over 35.78km, a 29km riverside scenic road, four landscape park clusters totaling 2,250 hectares, and 29km of river embankments on the left bank.

Subproject 2: The right-bank scenic boulevard

Stretching from Hong Ha Bridge to Me So Bridge, this subproject spans nine wards and communes, including O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Linh Nam, Thanh Tri, Nam Phu, and Hong Van.

It will include the Huu Hong Boulevard with 8 to 10 lanes over 44.82km, a 19km riverside scenic road, four park clusters totaling 1,004 hectares, and 30km of river embankments on the right bank.

Subproject 3: Underground metro line

This 42km underground metro will run parallel to the right bank of the Red River, covering nine wards and communes.

The metro line is designed to integrate seamlessly with Hanoi’s broader urban rail network, contributing to a modern, long-term transportation infrastructure.

Subproject 4: Resettlement urban areas

This component focuses on high-rise resettlement apartments, located within the project's boundaries to ensure on-site relocation and urban renewal.

A symbol of sustainable urban development

This scenic boulevard project aligns with Hanoi’s master plan, particularly the Red River Zoning Plan, and reinforces the capital’s vision for sustainable, high-quality urban development.

The project will not only complete a strategic transport axis, but also enhance the urban space along both riverbanks, creating a modern, eco-conscious, and symbolic urban landscape for Hanoi.

A long-term vision with cultural sensitivity

The boulevard is expected to reshape the riverfront with green spaces, resilient infrastructure, and culturally embedded design, placing residents at the heart of the transformation while preserving and celebrating the Red River’s historic and cultural heritage.

Upon completion, the scenic boulevard will stand as a central green axis linked to creative culture, acting as a driver of socio-economic growth and symbolizing Hanoi’s vision of “Civilization – Identity – Creativity.”

Targeted for completion by 2030

The project is expected to be completed and inaugurated by February 3, 2030, to mark the 100th anniversary of the founding of the Communist Party of Vietnam.

Its political and social significance goes far beyond infrastructure. It represents a vision for a new era of development for Hanoi and the nation.

A transformative milestone for Hanoi

The groundbreaking ceremony marks the beginning of one of Hanoi’s largest urban infrastructure endeavors in decades.

It promises to build a new identity for the capital along the Red River, integrating green space, culture, and economy - laying the foundation for the city’s sustainable future.
