Chairman Nguyen Duc Chung has signed an urgent document asking Hanoi Police and related agencies to look into the case and report to the Hanoi People's Committee before December 20.

It is claimed the child was punched, kicked and verbally assaulted last month in Ciputra Urban Area, Bac Tu Liem District.

Vietnam News Agency say the man who is accused of attacking the child is 45-year-old neighbour Tran Duc Ha, whose son was playing badminton with the child in question.

The boy’s mother claims her son was punched in his head, chest and kicked. He was treated in hospital for a concussion and injury to his chest.

On Monday, Vietnam Association for Protection of Child’s Rights requested Bac Tu Liem District Police to start legal proceedings against Ha. — VNS
